Location: Westlake, Ohio
Schedule: Full Time | Onsite (Monday through Friday)
Salary Range: $51,200 to $64,000 annually

Position Summary
The Manager, Human Resources is responsible for the day to day delivery of people operations across Achievement Centers for Children. This role leads payroll administration, benefits administration, employee relations, employee engagement, policy governance, performance management support, compliance activities, and HR data integrity.
Reporting to the Chief Human Resources Officer, this position directly supervises the Human Resources Coordinator and serves as a trusted resource for employees and leaders throughout the organization.
What You'll DoLead Payroll and Benefits Administration
  • Own end to end payroll processing through Paylocity, including regular and off cycle payrolls.
  • Ensure payroll accuracy, compliance, reconciliations, and audit readiness.
  • Manage employee benefits administration, including enrollments, life events, eligibility reviews, and employee support.
  • Partner with brokers and carriers to resolve issues and maintain service standards.
Support Employee Relations and Workplace Culture
  • Receive, investigate, and resolve employee relations concerns in a timely and professional manner.
  • Conduct workplace investigations, document findings, and provide recommendations.
  • Coach leaders on employee relations matters, policy interpretation, documentation, and corrective action.
  • Support employee engagement initiatives and maintain a strong presence across ACC programs and locations.
Drive Performance and Accountability
  • Partner with leaders to address performance concerns and support employee development.
  • Assist with annual and midyear performance review processes.
  • Promote consistent application of performance expectations and accountability standards.
Ensure Compliance and Policy Governance
  • Maintain compliance with federal, state, and local employment laws and regulations.
  • Support compliance requirements related to DODD, ODJFS, ODE, and other applicable agencies.
  • Recommend policy updates and support implementation of HR programs and initiatives.
  • Maintain accurate employee records and HR documentation.
Improve Processes and Service Delivery
  • Develop and maintain SOPs, checklists, job aids, and process documentation.
  • Create reports and dashboards that support informed decision making.
  • Identify opportunities to improve efficiency, quality, compliance, and employee experience.
  • Establish and maintain service standards for HR and payroll support.
Lead and Develop HR Operations
  • Supervise and coach the Human Resources Coordinator.
  • Provide guidance, training, and support to ensure consistent service delivery.
  • Foster a collaborative and customer focused HR team environment.
What You'll NeedEducation
  • Bachelor's degree in Human Resources, Business Administration, or a related field required.
Experience
  • Five or more years of Human Resources experience.
  • Experience in at least three of the following areas:
    • Benefits Administration
    • Employee Relations
    • Employee Engagement
    • Policy Management
    • Performance Management
  • Minimum three years of payroll processing experience.
  • Experience conducting employee relations investigations and preparing findings and recommendations.
  • Experience creating SOPs, controls, checklists, and process improvements.
  • Previous experience supervising, coaching, or mentoring an HR Coordinator or similar role preferred.
  • Experience in nonprofit, education, healthcare, behavioral health, or social services environments preferred.
Technical Skills
  • Experience with Paylocity or similar HRIS, payroll, and timekeeping platforms.
  • Strong Microsoft Excel, Word, and PowerPoint skills.
  • Ability to create reports, dashboards, and process documentation.
