Job description

Overview

Project Manager (SWFPAC 2026-25322):

Bowhead seeks a Project Manager to oversee overall program management of personnel providing comprehensive Logistics, Base Operations, and Ammunition & Explosives (A&E) support services at Naval Base Kitsap, Bangor, Washington.

Please note, this position is contingent upon contract award. No third party applications or submissions will be considered.

Responsibilities

Essential functions will include: 

  • Manage base-level logistics services, including facility maintenance, transportation, supply chain management, and material handling equipment (MHE) scheduling.
  • Focusing on the safe management and technical oversight of Navy and Marine Corps conventional Ammunition & Explosives (A&E).
  • Ensures that weapons and explosives are handled safely throughout their lifecycle, from receipt and storage to distribution and disposal.
  • Direct inventory management and distribution for Navy and Marine Corps aviation conventional ordnance. Use the Ordnance Information System (OIS) to verify counts and track assets.
  • Enforce NAVSEA OP 5 and other explosives safety programs to minimize potential hazards. Ensure all A&E handling meets OPNAVINST 8023.24D personnel qualification and certification requirements.
  • Oversee material support for shore-based activities and installations, managing garrison property, material handling equipment (MHE), and facility logistics.
  • Develop program plans, milestones, and metrics to evaluate program progress and mission-readiness.
  • Serve as a subject matter expert for SWFPAC, NAVSEA, NAVSUP, and other agencies regarding ordnance supply chain solutions and logistics.
  • Maintain 100% accountability for high-value A&E assets, directing distribution and ensuring the most cost-effective transportation modes.
  • Create, maintain, and report on project schedules, budgets, risk registers, and key performance indicators (KPIs).
  • Supervise, train, and mentor personnel on proper handling, inspection, and safety procedures.
  • Validate load plans, transportation documents, and shipping procedures for hazardous cargo.
  • Other duties as assigned.
Qualifications
  • Bachelor's degree in a business, technical, or engineering field. 
  • Expertise in OPNAVINST 8023.24D (Navy Personnel Conventional Ammunition and Explosives Handling Qualification and Certification Program) and OPNAVINST 5530.13D for the protection of arms, ammunition, and explosives.
  • Experience in establishing programmatic goals, soliciting and managing customer expectations, monitoring and assessment of organizational performance
  • Experience in the ability to assess and mitigate risk, making decisive preventative and/or corrective action and management of the functional portion of the contract within allocated resources
  • Have written and oral communications abilities commensurate with this management role.
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
  • Ability to understand, speak, read, and write the English language.
  • Ability to communicate effectively with all levels of employees, Government Representative, and outside contacts.
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.
  • Valid driver's license in the state of employment with an acceptable driving record.

Experience

  • A minimum of 4 years' experience in conducting analyses, studies, and projects in the fields of supply, logistics, warehouse management.
  • A minimum of 2 years' A&E experience
  • A minimum of 8 years' experience in conducting projects in the fields of supply, logistics, and warehouse management can replace a Bachelor's degree in a business, technical, or engineering field.
  • A minimum of 2 years' experience in managing projects with at least 10 personnel

Physical Demands

  • Must be able to lift up to 50 pounds.
  • Must be able to stand and walk for prolonged period amounts of time.
  • Must be able to twist, bend, and squat periodically.
  • High noise levels are common as is the potential exposure to heat/cold, noise, dusts, mist, and/or fumes.

Security Requirements: Must be able to maintain a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.
