Job Description
**CONTRACT PENDING AWARD**
The Security Manager plays an integral role on the TRAX Management Team, providing data and operational support to the leadership team. The successful candidate will apply their knowledge of security programs and principles to activities associated with maintaining a safe and secure environment. The ability to gather and analyze information will lead to success in this position. The Security Manager will be able to ensure compliance with Government regulations. Experience in the enforcement of standards for a secure environment protecting personnel, property, and information will ensure success in this position.
Duties and Responsibilities* Manage overall security program for DoD Contractor to include physical security, information security, operational security, communications security, personnel security, information assurance, sensitive item storage policy, and key control
* Develop and implement security plans, procedures, and instructions
* Develop, implement, and provide security awareness training for site personnel
* Establish and maintain working relationships with government and internal customers
* Conduct periodic self-inspection and review of security process to ensure compliance
* Enforce standards for a secure environment for the protection of personnel, property, and information
* Maintain compliance with 32 CFR Part 117, National Industrial Security Policy Operating Manual (NISPOM) and supplement requirements, Department of Defense (DOD) security policies and procedures as they relate to NISPOM, NSA Industrial COMSEC Manual and Defense Counterintelligence and Security Agency (DCSA)
* Serve as the classification management expert in providing classification guidance to employees and issuing DD Form 254s; tracking DD Form 254s issued or received; DD Form 254 compliance
* Responsible for ensuring all personnel clearances remain current
* Initiate, monitor and review personnel security clearances and Continuous Vetting (CV) using EAPP
* Maintain document and visitor control records
* Coordinate visit requests
* Responsible for ensuring that personnel are granted access to sensitive information on a 'need-to know' basis
* Conduct Security Clearance briefings and de-briefings
* Monitor classified information systems and controlled areas
* Secure and maintain all personnel security clearance records
* Investigate and report security violations and adverse information reports with the appropriate security agency
* Coordinate the closeout for all classified contracts received and issued
* Support other security disciplines: Personnel, Physical and Information Systems Security
* Work closely with the Physical Security office, DCSA, and OPM investigators
* Serves as the Lead over the personnel located at the Visitor Control Center
* Directs work activities and the scheduling of personnel in Visitor Center
* Provides guidance on the issuance of the Range Pass to all visitors and employees
* Other duties as assigned
Qualifications
Required Skills and Qualifications
* Minimum of a bachelor's degree
* Five (5) years of related work experience and practical knowledge of and experience with DISS and eQIP
* Must have a minimum of five (5) years' experience with personnel security, and security management
* Must hold a Top-Secret security clearance
* Must demonstrate success as a Facility Security Officer (FSO) or equivalent position
* Must have in-depth knowledge of 32 CFR Part 117 NISPOM, DISS/NBIS and EAPP
* Must be able to interpret and implement SCI and SAP security policy and guidance and provide oversight and assistance to staff
* Must be able to demonstrate the ability to implement and manage a comprehensive Security Program by knowledge and experience
* Must be at the intermediate skill level with Microsoft Office
* Must be able to respond to "after hours" alarms or emergencies
* Must have excellent written and oral communication skills
* Must be able to work extended hours with little prior notice
* Must possess the ability to work in field conditions to perform required inspections and
investigations
* Highly developed analytical, critical thinking and problem-solving skills
* Strong organizational skills and attention to detail is a top priority
* Must share a commitment to maintaining a positive, collaborative work environment while simultaneously optimizing individual performance and contribution

* The work of this position is performed in an environmentally controlled office environment
* Must be capable of sitting and entering data on a computer keyboard for extended periods of time
* Must be able to view computer monitor for extended periods of time
* Must be able to lift 25 pounds unassisted
