Position Description:
Redhorse corporation is seeking an Administrative/Regulatory Correspondence Technician to work on task with the U.S. Fleet Forces (USFF). The ideal candidate will be responsible for coordinating, establishing, and implementing integrated requirements and policies for manning, equipping, and training Atlantic and Pacific Fleet units, strike groups, and strike forces. This role will provide comprehensive operational and environmental support for Fleet training range complexes and operations while meeting OFRP requirements and adhering to governmental environment laws, acts, statutes, and policies.
Duties amp; Responsibilities:
- Prepare N465 correspondence, to include environmental compliance correspondence to federal, state, and local regulators, National Environmental Policy Act (NEPA) stakeholder correspondence, and Congressional inquiry responses.
- Prepare and maintain executive space to ensure equipment is functional and operational prior to all Virtual Teleconference (VTC) engagements of N46, N465, or N464.
- Prepare N465 naval messages in naval message format, to include recurring and intermittent messages.
- Serve as the communication strategy specialist within N465 in consultation with N465 staff when preparing briefing packages for higher-level leadership.
- Prepare, review, and compile briefing packages on behalf of N465 personnel, to include responses to OPNAV/Secretary of the Navy (SECNAV) taskers, Congressional inquiry responses, Freedom of Information Act (FOIA) request responses, and internal packages/positions for higher level leadership review and approval.
- Maintain N465 library and filing system to include Environmental Impact Statements (EIS), Environmental Assessments (EA), Categorical Exclusions (CATEX), Endangered Species Act (ESA) Biological Assessments/Evaluations and Opinions, Marine Mammal Protection Act (MMPA) Permit Application Requests and Letters of Authorization (LOA), and other regulatory permits submitted by USFF and received from federal and state agencies.
- Arrange conferences/meetings, including time/location, notifying participants, and arranging additional logistics (VTC, computer/projection capability, etc.) as necessary.
- Maintain calendar of weekly staff and Branch Head meetings for N465 Division Head, and notifying participants of any changes.
- Manage N465 task tracking system, to include receipt of incoming tasks, provision of updates on near-term deadlines to Division Head or designee, and submission of final products to Directorate coordinator for uploading into appropriate task response system.
- Track and maintain record of N465 staff required training, to include submission of required reports to USFF representatives as identified.
- Prepare and deliver training to N465 staff upon request and within area of expertise.
- Perform administrative functions to assist new personnel check-ins, to include setting Common Access Card (CAC) appointments, assisting with security badging, unclassified and classified computer hardware assignments, NMCI account establishment, printer access, phone set-up, and office orientation.
- Maintain and upload N465 documents on the USFF portal as directed by N465 Division and Branch Heads.
- Manage N465 Operating Target (OPTAR) budget, to include ordering office supplies and equipment.
- Act on behalf of N465 Security Coordinator, to include coordination with USFF and Directorate Security Manager, promulgation of security requirements and reminders to N465 personnel, maintenance of safe access lists and end-of day security checklists, oversight of proper labeling of all classified and unclassified media, and inspections to ensure compliance with the USFF security instruction. Coordinate visit requests for visitors to the N465 spaces.
- Act as N465 Information Assurance Coordinator, to include coordination with USFF and Directorate Information Security Manager to ensure Information Security (INFOSEC) procedures are implemented within the assigned area, train Division Information System (IS) users on INFOSEC responsibilities and provide user awareness, and ensure users are operating, maintaining, and disposing of systems in accordance with INFOSEC policies.
- Act as the liaison between N46 and the USFF graphics department to include coordination of large printing orders, specialized graphics, and required signage.
Requirements for Experience, Skills, Education and Credentials include:
- Seven (7) years of relevant general office experience with at least two years in a division level office.
- Knowledge of USFF organizational structure and operations.
- Preparing classified and unclassified naval messages and correspondence in proper naval format.
- Processing classified and unclassified documents.
- Familiarity with EISs, CATEXs, ESA Biological Assessments/Evaluations and
- Opinions, MMPA Permit Application Requests and LOAs, and other regulatory permits.
- An active Secret clearance is required
- HS diploma or AA degree
