The Extended Workforce Solutions HR Project Manager is a key member of the Talent Acquisition organization, supporting the Extended Workforce Solutions PMO in managing and optimizing contingent labor and contract services processes. This role focuses on system integrations, error resolution, reporting, and vendor coordination across VNDLY (EWS Portal), Workday, and ServiceNow in coordination with Magnit (Northrop Grumman's consulting partner administering the contract labor module in VNDLY).
This position preferred to be located in Bloomington, MN or Irving, TX but open to fully remote schedule. Teleworking arrangements are subject to change based on the needs of the business.
This position helps ensure accurate worker data, compliant onboarding, correct categorization of work as contract labor (CL) or contract services (CS), and clear education for customers on the differences between these engagement types. This position is well-suited to someone with HR service center or shared services experience who is comfortable handling tickets/cases, resolving complex inquiries, and translating business needs into system and process solutions.
Responsibilities:
  • Integration & Error Management
    • Monitor daily file transfer and integration error reports across VNDLY, Workday, and ServiceNow.
    • Identify root causes of integration issues and drive timely resolution with internal partners and external vendors.
    • Document recurring error patterns and recommend process or configuration improvements.
  • Systems & Integration Knowledge
    • Maintain working knowledge of integrations and data flows between VNDLY, Workday, ServiceNow, and related extended workforce processes.
    • Serve as a subject matter resource on VNDLY integrations.
  • Downstream Dependencies & Issue Resolution
    • Map and maintain documentation of downstream system dependencies related to contingent labor and contract services transactions (e.g. IDM, AAO, ESIS, CPA, LX).
    • Act as point-of-contact for downstream stakeholders to triage issues, coordinate fixes, and communicate impacts and resolution timelines.
  • Reporting & Analytics (VNDLY)
    • Create, run, and analyze ad-hoc reports in VNDLY to support operational oversight and decision-making.
    • Translate data findings into clear insights, summaries, and recommendations for leadership and partner teams.
    • Support audit and compliance-related reporting needs as required.
  • Vendor & Contract Services Support (VNDLY)
    • Assist with vendor management of VNDLY-related contract services, including initiating invites, supporting candidate onboarding workflows, and ensuring accuracy of work orders and related documentation.
    • Partner with internal stakeholders and Magnit to maintain consistent processes for contingent workers.
  • Bridge Contract Labor & Contract Services Modules (within VNDLY)
    • Ensure alignment and data consistency between the contract labor (CL) and contract services (CS) modules in VNDLY.
    • Help customers and internal stakeholders correctly categorize work as CL or CS based on defined criteria.
    • Develop and maintain standardized procedures that reduce friction between CL and CS processes and improve user experience.
  • Education on Contract Labor CL vs. CS for Customers
    • Educate customers and stakeholders using VNDLY on the functional and process differences between CL and CS.
    • Provide guidance on how to set up and manage engagements in the appropriate module to support compliance, accurate billing, and reporting.
    • Develop and maintain reference materials (job aids, FAQs, overviews) explaining CL vs. CS usage.
  • Occasional Worker Transfers Between CL and CS (with Magnit)
    • In cases where work is reclassified, partner with Magnit (consulting group administering the VNDLY contract labor module) to manage occasional worker transfers between contract labor and contract services within VNDLY.
    • Validate data during these transfers to ensure accuracy of assignments, billing, and worker records.
    • Track and report on transfer-related issues to inform process clarification and user education.
  • Issue & Error Resolution (with Magnit and Internal Teams)
    • Collaborate with Magnit and internal technical teams on error resolution related to contingent worker and contract services data in VNDLY and downstream systems.
    • Log, prioritize, and follow through on issue tickets; provide detailed documentation to support troubleshooting.
    • Test fixes and enhancements in lower environments prior to production deployment.
  • Stakeholder Communication & Documentation
    • Maintain process documentation, job aids, and knowledge articles for extended workforce solutions as needed.
    • Communicate status of issues, risks, and changes clearly to Talent Acquisition leadership and affected stakeholders.

Basic Qualifications:
  • Master's degree OR Bachelor's degree and 2 years of related experience OR Associate's degree and 4 years of related experience OR High school diploma or equivalent and 6 years of related experience.
  • Experience working in HR, Talent Acquisition, or an HR service center/shared services environment.
  • Hands-on experience with at least one of the following platforms: VNDLY, Workday, ServiceNow, or similar HRIS/vendor management systems.
  • Strong analytical skills with experience using reporting tools to extract, analyze, and present data.
  • Demonstrated ability to troubleshoot system and data issues, identify root causes, and drive resolution.
  • Experience managing tickets/cases and following standardized procedures in a service center or operations setting.
  • Strong attention to detail and ability to manage multiple priorities in a fast-paced environment.
  • Effective written and verbal communication skills, including ability to explain technical/system issues and CL vs. CS concepts to non-technical stakeholders and customers.

Preferred Qualifications:
  • Direct experience working with VNDLY.
  • Experience partnering with consulting groups or vendors such as Magnit that support contingent labor programs.
  • Prior experience in an HR service center or shared services organization supporting HR processes, case management, and customer escalation resolution.
  • Familiarity with integrations and data flows between HR systems (e.g., Workday, ServiceNow, vendor management systems).
  • Experience in a PMO, HRIS, or operations role supporting complex, cross-functional processes.
  • Experience documenting processes, creating job aids, and supporting change management for new or updated workflows.

Primary Level Salary Range: $69,000.00 - $103,400.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
