Job description

Technical Project Manager

The Technical Project Manager will serve as part of the team supporting the Department of Veterans Affairs (VA) Electronic Health Record Modernization (EHRM) Program and Oracle Health.

The EHRM Program is one of VA's ongoing modernization efforts to launch a new electronic health record system to store and track patient medical information with full implementation across all VA facilities. The new system connects VA medical facilities with the Department of Defense, the U.S. Coast Guard and participating community care providers, allowing clinicians to easily access a Veteran's full medical history in one location.

The Technical Project Manager will be tasked with supporting interface implementation, deployment, and post-deployment support. This position requires a strong technical background, excellent client and project management skills, proven ability to perform hands on technical work when needed, and ability to lead projects and geographically disparate teams.

Candidates must be available to work on site in the Arlington, VA office 1-2 day/week. This is a hybrid role.

Responsibilities:

  • Experience leading IT design, development, test, deployment and sustainment in a highly matrixed staffing model
  • Experience managing up to five (5) moderate to highly complex systems
  • Work independently and lead mid to large technical teams throughout the full project lifecycle.
  • Oversee and support the localization of systems to multiple sites at the VA
  • Evaluate technical solutions with technical team, manage day-to-day activities and report to the customer daily in several daily touchpoints
  • Brief executive level leadership on every aspect of design, development, test, deployment, sustainment support, etc.
  • Work closely with customers and business teams to identify business requirements, propose technically feasible solutions and set accurate expectations on effort and timelines for integration.
  • Establish success criteria and act as the single point of contact for the customer for all technical issues and project deliverables.
  • Submit change management documentation (Change Requests) for new work and provide accurate Level of Effort (LOE) estimates
  • Create and manage to build plans and detailed project plans for customer integrations including timelines and effort estimates.
  • Work closely with interface architects, interface engineers, engineering, product development and Technical Support to resolve issues that arise during the software development lifecycle.
  • Experience working / supporting VA and DoD client is preferred
  • Experience with Federal Health IT implementation projects (e.g., Electronic Health Record, Cerner Millennium) is preferred.
  • Strong executive oral and written communication skills
  • Strong problem-solving, critical thinking, analytical, decision-making, time management and customer service skills.
  • Self-starter in a fast-paced environment

Qualifications:

  • Basic Qualifications:
  • 5 years with BS/BA; 3 years with MS/MA; 0 years with PhD or High School diploma and 9 years of experience may be substituted in lieu of degree.
  • Degree in Computer Science, Engineering, Math, or equivalent
  • Working knowledge of HL7 and FHIR interfaces is a plus.
  • Must be able to achieve a moderate VA position of trust.
  • Must be able to obtain a Public Trust clearance.
  • US Citizenship is required.
  • Ability to be on site 1 - 2 days per week per guidance by the manager.
  • Preferred Qualifications :
  • Masters degree or PMP Certification

Target Salary Range: $104,000 - $166,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
