Job Description
Join the growing Warfare Systems Business Group at HII-Mission Technologies! We are seeking a Senior Foreign Military Sales Case Development Subject Matter Expert (Engineer Systems Architect 4) to support the Defense Security Cooperation Agency (DSCA) Case Development Modernization (CDM) effort. In this key leadership role, you will serve as the primary Subject Matter Expert (SME) on Security Assistance (SA) Foreign Military Sales (FMS) case development processes. You will provide deep domain expertise to guide the modernization of the DSAMS Case Development and Training Modules and overall Case Lifecycle system, ensuring the new solution aligns with Executive Order 14268 objectives for speed, transparency, and accountability while maintaining critical FMS business rules, workflows, and compliance requirements.
Essential Job Responsibilities
Clarify the designs and develop system architectures that facilitate SA/FMS case development business processes and define key capabilities and performance requirements. Ensure compliance with current regulation and policy applicable to SA/FMS case development and enterprise integration with overall case lifecycle systems. Defines total systems design and technology maturity constraints in accordance with mission requirements. Develops system element architecture and design and interface definitions. Defines system implementation approach and operational concept. Develops models and architectural guidelines for current and future system development.
  • Serve as the primary SA/FMS Case Development SME, translating complex Foreign Military Sales processes, policies, and business rules into actionable technical requirements for the modernized Case Lifecycle system.
  • Ensure integration of case development system with enterprise systems across the full case lifecycle, including case initialization, line item creation/editing, pricing, LOA generation, and case execution.
  • Collaborate with development teams and Product Owners in a SAFe Agile environment to decompose requirements into epics, features, capabilities, and user stories that reflect real-world FMS Case Development workflows inclusive of FMS material, services, and training case types.
  • Collaborate with internal DSCA business process stakeholders and external Military Department (MILDEP) / Implementing Agency (IA) stakeholders in a SAFe Agile environment to decompose requirements into epics, features, capabilities, and user stories that reflect real-world FMS Case Development workflows inclusive of FMS material, services, and training case types.
  • Ensure seamless integration and real-time bi-directional synchronization between legacy DSAMS (Oracle) systems and the new modern architecture while supporting eventual decommissioning.
  • Provide expert guidance on FMS-specific capabilities, data models, user roles (25-50 consolidated roles), security/access controls (RBAC/ABAC), and compliance with DSCA, MILDEP, and DoD policies.
  • Develop and maintain architectural artifacts, system models, interface definitions, and operational concepts that incorporate modern technologies such as AI-driven semantic search, workflow automation, and unified document/task management.
  • Support Human-Centered Design activities, user story refinement, and validation of system capabilities against FMS mission needs.
  • Perform additional duties as assigned or required to advance mission goals.

Minimum Qualifications
  • 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience.
  • Deep subject matter expertise in Foreign Military Sales (FMS) case development, DSAMS, Letter of Offer and Acceptance (LOA) processes, and Security Cooperation programs.
  • Strong experience in systems architecture, requirements analysis, and translating complex domain processes into technical solutions.
  • Proven ability to work with cross-functional teams in large-scale system modernization efforts.
  • Ability to work independently while thriving in collaborative team settings.
  • Self-motivated initiator with strong problem-solving skills and a proactive approach.
  • Clearance: Must possess and maintain an active Secret clearance at the time of consideration
  • Remote-eligible position; must align with Eastern Time Zone core business hours

Engineer Systems Architect IV
9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD in related field; or High School Diploma or equivalent and 13 years relevant experience.
Engineer Systems Architect V
15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.

Preferred Requirements
  • Direct experience as an FMS Case Manager, Case Developer, or equivalent role supporting MILDEPs or Implementing Agencies.
  • Familiarity with the DSAMS Training Module, Case Launcher prototype (React/Kotlin/Quarkus), and legacy Oracle database environments.
  • Experience with SAFe Agile frameworks and DevSecOps practices in DoD modernization programs.
  • Knowledge of DoD IL5 GovCloud, Zero Trust, RMF, Section 508, and ICAM/ABAC requirements.
  • Background in training/grant case execution or broader FMS case lifecycle execution.
  • Experience developing architectural models, interface definitions, and migration strategies for legacy-to-modern system transitions.
  • Relevant certifications such as DAWIA, PMP, or TOGAF.

  • Ability to remain in a stationary position for prolonged periods while working at a computer.
  • Ability to operate a keyboard, mouse, and standard office equipment to perform analytical tasks.
  • Must be able to effectively communicate in virtual meetings, briefings, and secure collaboration environments.
