Project Overview:
Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. RGLNG is a natural gas liquefaction and export terminal situated on a 984-acre site on the banks of the Brownsville ship channel. The first phase of the RGLNG project consists of three liquefaction trains, two storage tanks and one marine berth. At full capacity, the five-train facility will have a production capacity of 27 million tonnes per annum (MTPA).

Job Summary:
The Operations Supervisor is an experienced professional responsible for the safe, efficient, and reliable operation of a new LNG export facility. This critical role involves the responsibility for leading on-shift operational activities, ensuring the teams skills and knowledge are completed, along with strict adherence to process design, safety regulations, and environmental compliance. The successful candidate will possess extensive knowledge and a proven track record in the operation of LNG facilities, with a critical requirement for deep understanding and hands-on experience with facilities utilizing APCI liquefaction technology. This position requires strong leadership, technical expertise, and the ability to effectively coordinate with multidisciplinary teams during commissioning, startup, and initial operations. #LI-SP1
Major Responsibilities:
  • Provide leadership and direction to the operations team, ensuring a safe, efficient, and reliable operation of the entire LNG facility in accordance with established procedures and regulations.
  • Completeness of the required training and assessment to ensure the Operations Shift Teams have the level of skills and knowledge to carry out their specific roles and responsibilities
  • Take full accountability for all operational activities during the initial startup and operation phase of the project, including startup, shutdown, and continuous operation of liquefaction, pre-treatment, utilities, storage, and loading systems.
  • Act as the primary on-site operational decision-maker, proactively identifying and resolving operational issues, abnormal conditions, and emergencies.
  • Foster effective communication and coordination with CSU, Construction, Maintenance, Engineering, Automation, and other relevant departments to ensure seamless plant operations, efficient issue resolution, and alignment during commissioning and startup phases.
  • Oversee the monitoring and control of plant processes via control systems and field equipment, ensuring optimal performance, adherence to design parameters, and safe operating limits.
  • Manage and prioritize the workload of the operations team, ensuring adequate staffing and efficient resource utilization.
  • Ensure accurate completion of operational logs, shift reports, CSU testing procedures, and other required documentation.
  • Lead and actively participate in commissioning and startup activities, including supporting system startups, coordinating walkdowns, and ensuring operational readiness.
  • Champion process safety by ensuring strict adherence to safety procedures, managing the Permit to Work system, and actively participating in safety initiatives and risk assessments.
  • Provide guidance, mentorship, and training to the operations team, fostering their technical development and ensuring a high level of competency.
  • Monitor plant performance, analyze operational data to identify trends and opportunities for optimization, and drive continuous improvement efforts.
  • Manage chemical inventories and initiate procurement as needed.
  • Coordinate vendor activities on-site as required.

Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience

Required Knowledge and Skills:
  • Proven experience in the operation of APCI C3MR or similar LNG liquefaction technology.
  • Strong understanding of process safety management principles and practices.
  • Excellent leadership, communication, interpersonal, and team management skills.
  • Demonstrated ability to make sound operational decisions under pressure and during emergency situations.
  • Prior experience in a supervisory or leadership role within an LNG facility.
  • Proficiency in using process control systems (e.g., DCS) and other relevant software applications.
  • Thorough knowledge of relevant industry codes, standards, and regulations.
  • Ability to analyze operational data, troubleshoot problems, and implement effective solutions.

Preferred Qualifications:
  • Experience with the commissioning and startup of LNG plants.
  • Formal training in incident command and emergency response.
  • Knowledge of typical regulatory requirements relevant to LNG operations.
