Job description

Edprogia Health and Psychiatry LLC is seeking a licensed, experienced Clinical Director to provide clinical oversight and leadership for our Outpatient Mental Health Clinic (OMHC). The Clinical Director is responsible for ensuring high-quality, compliant, and ethical behavioral health services in accordance with Maryland OMHC regulations, COMAR standards, and applicable accreditation requirements (CARF or Joint Commission if applicable).
This role provides clinical supervision, program development oversight, quality assurance monitoring, and support for multidisciplinary staff.
Clinical Oversight & Supervision
Provide clinical supervision to licensed and provisionally licensed mental health clinicians in accordance with Maryland Board requirements.
Review and approve treatment plans, clinical documentation, and discharge summaries.
Ensure medical necessity and appropriate level of care determinations.
Oversee crisis management protocols and risk assessment procedures.
Regulatory & Compliance
Ensure OMHC compliance with COMAR regulations and Maryland Medicaid requirements.
Maintain policies and procedures consistent with state and federal guidelines.
Participate in audits, site visits, and accreditation preparation (CARF if applicable).
Monitor documentation standards and billing compliance.
Program Development
Assist in development and expansion of clinical programs (e.g., IOP, PRP collaboration).
Develop evidence-based treatment protocols.
Support implementation of trauma-informed and culturally competent care practices.
Quality Assurance & Performance Improvement
Lead Quality Assurance/Performance Improvement (QAPI) activities.
Conduct regular chart audits.
Monitor clinical outcomes and productivity benchmarks.
Implement corrective action plans as needed.
Staff Leadership
Participate in hiring and onboarding clinical staff.
Provide training and mentorship.
Foster a collaborative, ethical, and client-centered clinical environment.
Qualifications
Active Maryland license (LCSW-C, LCPC, PhD, PsyD, or MD/DO Psychiatrist).
Minimum 3โ€“5 years of post-licensure clinical experience.
Prior supervisory experience required.
Experience in OMHC or community behavioral health setting preferred.
Knowledge of Maryland COMAR OMHC regulations required.
Experience with Medicaid documentation and medical necessity standards.
Preferred Qualifications
Experience with CARF accreditation.
Background in trauma-informed care.
Experience with substance use treatment integration.
Leadership experience in startup or growing behavioral health programs.
