This is a full-time supervisory position. The Lieutenant’s schedule may vary and can include days, evenings, nights, weekends, holidays, and special events to support the operational needs of the department. The Lieutenant is subject to being placed on-call and may be required to respond after regular working hours for emergencies, staffing needs, major incidents, investigations, administrative matters, or other department-related needs.

Under general direction of the Chief of Police, the Lieutenant performs supervisory, administrative, investigative, and law enforcement duties in support of daily department operations. The Lieutenant works closely with the Chief of Police and Sergeant to assist with personnel management, patrol operations, investigations, traffic enforcement, crime prevention, training, scheduling, and overall department functions. The Lieutenant also assists with administrative duties, personnel matters, department projects, enforcement initiatives, and may serve as Acting Chief of Police in the Chief’s absence when assigned.

• Reviews workload, assigns duties, develops work schedules, reviews staffing needs, and approves time off as authorized.
• Supervises and coordinates the daily activities of assigned officers, including patrol, traffic enforcement, investigations, calls for service, special details, and community events.
• Ensures compliance with departmental policies, procedures, chain of command, applicable laws, governing bodies, and department standards.
• Reviews and approves police reports, case files, operational data, and related documentation; recommends changes to improve department operations.
• Conducts, assists, and coordinates criminal investigations, serious crime responses, emergencies, major incidents, and critical incident operations.
• Provides direction and guidance to officers regarding problem resolution, investigations, report writing, department procedures, and special assignments.
• Investigates complaints regarding subordinate conduct, performance, or methods of investigation.
• Receives, prepares, and communicates department instructions, assignments, policy updates, and other official communications.
• Participates in boards, commissions, committees, community meetings, City Council meetings, and Municipal Court proceedings as needed.
• Prepares evidence, appears in court, and provides testimony when required.
• Assists with operating procedures, training activities, department planning, budget preparation, purchasing needs, equipment tracking, and department resources.
• Maintains officer training records, personnel files, and other confidential department records as assigned.
• Works closely with the Chief of Police and Sergeant to support department operations, personnel management, investigations, and administrative functions.
• Serves as Acting Chief of Police in the Chief’s absence when assigned.
• Performs all other related duties as assigned.

• Computer systems and software, including Outlook, Microsoft Office products, eForce RMS, Bexar County Dispatch, and CAD systems preferred.

• Skill in supervising personnel and providing clear direction to officers.
• Skill in reviewing reports, conducting investigations, and handling sensitive situations professionally.
• Skill in coordinating patrol, investigations, training, administrative functions, and department operations.

• Ability to multitask and perform duties across all areas of department operations.
• Ability to respond to calls for service, assist with patrol coverage, and conduct traffic stops as needed.
• Ability to exercise sound judgment under stressful or changing conditions.
• Ability to enforce laws fairly, professionally, and impartially.
• Ability to work effectively with the Chief of Police, Sergeant, city staff, outside agencies, and the public.
• Ability to maintain officer training records, personnel files, and confidential information.
• Ability to serve as Acting Chief of Police in the Chief’s absence when assigned.

Description of Minimum Job Requirements

• Graduation from an accredited high school or possession of a GED equivalent is required.
• Associate’s or Bachelor’s degree in Criminal Justice, Public Administration, or a related field is preferred.
• Must have successfully completed all required police training academy courses and maintain current licensure as required by the Texas Commission on Law Enforcement (TCOLE).

• Over 7 years of officer experience and 3 years of supervisory experience.

• Work requires supervising and monitoring performance for a regular group of employees or a work unit, including providing input on hiring/disciplinary actions and work objectives/effectiveness, and realigning work as needed.
• A first line supervisor typically performs these functions.
