Job Summary:
Responsible for the leadership of the City's library and staff; plans, manages and directs the operations, programs, services and personnel to continually develop a modern community center for learning and engagement. This position reports to the Director of Community Placemaking. The hiring range for this position is $115,390.70 - $141,353.68, depending on qualifications and experience. The City of Loveland is seeking the next leader of the Loveland Public Library working under the Community Placemaking Director. This role collaborates closely within the library, the city and community. Key initiatives include finalizing and implementing the library’s strategic plan, advancing community engagement and outreach as well as strengthening the library’s impact within Loveland. Established in 1901, Loveland Public Library serves more than 80,000 city residents from a single 57,225 sq. ft. branch that was renovated in 2010.

Essential Functions:
Leadership/Strategy: Leads the Library to achieve goals, serve the community and support staff.
Leads library strategic planning efforts based on the Department Director and City Management direction; manages administration, budget, and implementation of overall library direction including short- and long-term goals.
Establishes and monitors performance measures.
Ensures clarity, commitment and performance standards in order to deliver the Library's stated mission to the community.
Reviews and analyzes programs, operations and associated costs, forecasting Library progress with regard to stated objectives and future needs.
Emphasizes commitment to customer service, teamwork and communications.
Evaluates results of overall operations and service levels and provides regular reports to the Department Director and, as needed to City Manager's Office and City Council.
Serves as staff liaison to Library Board finance committee and Library Board.
Community Engagement and Outreach
Supports library programs and resources to maintain service quality and accessibility.
Coordinate with the Friends of the Library Foundation in developing and implementing fundraising strategies and advocacy plans.
Serves on community boards and organizations to represent the libraryWorks collaboratively with other City departments, non-profit organizations, educational entities, service clubs, and community networks to build partnerships and support the mission.
Creates and supports Citywide opportunities for community engagement through public meetings, community conversations and outreach events.
Coordinates and collaborates with local, regional and state-wide library partners including Flatirons Library Consortium, Larimer County Libraries and Colorado Association of Libraries.
Creates a welcoming environment for diverse populations, including but not limited to cultural, racial, economic, and ethnic diversity.
Management/Staff Development
Provides leadership, guidance and direction to staff to effectively meet present and future community needs.
Provides assistance and guidance in conflict management and problem-solving.
Manages, directs and develops staff including interviewing, hiring, and training employees, planning, assigning and directing work; appraising performance, rewarding and general performance, addressing complaints and resolving problems.
Responsible for hiring; and may take action and/or make recommendations to Department Director on actions relating to discipline and termination of regular employees in the Cultural Services Division.
Provides problem-solving assistance to employees, provides training, assigns and reviews work, manages hiring, and general disciplinary issues.
Ensures a high level of employee engagement, including free and open communication at all levels of the library organization.
Leads an innovating culture of excellence with a diverse staff that values diversity, equity, and inclusiveness.
Budgeting, Contracts and Financial Management
Develops recommended division budget to Department Director and manages library budget, investment accounts and donations, pursues grant funding opportunities and oversees grant expenditures and reporting.
Directs Library Consortium(s) annual budget and oversees expenditures.
Oversees Library contracts and ensures timely contract management in coordination with other City departments and outside vendors.
