The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
- The incumbent serves as an expert analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions.
- The employee plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, and teams.
- Independently studies problems facing operating unit functions or those of particular concern within the organization assigned. This may require coordinating input from activities outside the division and identifying new methods of performing work. This requires the incumbent to demonstrate analytical, technical, and process analysis skills.
- Analyzes assigned program areas to discern trends in program delivery. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives.
- Provides technical advice and staff assistance to executives, field managers, and employees in the assigned program area. Develops and prepares operating guidelines, instructions, and other material pertaining to assigned program areas.

SPECIALIZED EXPERIENCE GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position must include the following:
- Using IRS functions, programs, policies, regulations, procedures, and operations to evaluate programs plans and determine impact of changes on program goals;
- Using cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/projects, and coordinate systems and resource utilization of program operations;
- Recognizing significant tax issues and enforcement changes to revise or recommend changes in basic implementation regulations;
- Using a wide range of analytical and evaluative methods to develop new approaches to existing programs such as compliance, accounts management and/or taxpayer education and communication function;
- Using principles of management planning, program and process analysis to develop, design, and implement new or revised policies and procedures;
- Delivering oral communication to present plans and proposals to individuals and groups, including top-level managers and field employees;
- Creating written communication to prepare comprehensive written reports, disseminate policy information, and document findings and conclusions;
- Providing guidance, and serving as a technical program and policy expert to be able to prepare complete decision packages, studies, and recommendations.
ANDYou must also meet the following requirement(s):- TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
- TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
