Job description

Program Analyst III – Chief of Staff
Xcelerate Solutions is seeking a Mid-level program analyst who will support Joint Program Executive Office for CBRN Defense (JPEO-CBRND) Chief of Staff. In this role, you will support the Chief of Staff directly through a range of Staff Action and Administrative functions to assist the Chief of Staff in ensuring the execution of all matters pertaining to JPEO-CRBND and ensuring planning and execution of programs and operations are focused and synchronized in support of JPEO-CBRND mission and objectives.  
Work Location: Edgewood, Maryland
Clearance Requirement: Secret
Responsibilities: 
  • Assist with day-to-day administration functions of the office
  • Serve as one of the Agency’s points of contact for policy guidance pertaining to support agreements
  • Assist Action Officers with advice and guidance on the preparation and coordination of all support agreements, amendments, and terminations
  • Create or assist the Support Agreements Manager with the creation of support agreement forms: 7600As, MOAs, MOUs, and IAAs
  • Work directly with the Chief Financial Office, HR Office, and Contracting Office for Manpower Estimates, Cost Estimates, and Determination and Findings (D&F)
  • Provide specific guidance and assistance to the local SAMs and Aos in drafting support agreements, amendments, modifications, and terminations
  • Review all support agreements, amendments, modifications, and terminations to ensure compliance with DoDI 4000.19 prior to being approved for routing for signatures
  • Ensure all agreements verify they have a G-Invoicing and tracking number and maintain a record of all agreement numbers
  • Ensure JPEO Staff Summary Sheets are in compliance with JPEO-CBRND instruction
  • Ensure fully signed and complete support agreement files are entered in the library within 5 working days of receipt
  • Monitor status of all unsigned support agreements that are being routed for review and approval with a DISA Form 9
  • Monitor expiration dates of all active agreements in the library and contact the assigned AO within 6 months of the expiration to determine if the agreement is to be extended or replaced.
  • Receive, review, prepare, consolidate, and submit responses to formal taskers in the JPEO’s document staffing and tasker system (DSTS)
Minimum Requirements: 
  • Required: Bachelors Degree
  • Required: 2+ years’ experience working Government and Non-Government Support Agreements (DD1144s, 7600As, 7600Bs) and MOAs, MOUs, and IAAs
  • Required: 2+ years’ experience working with reimbursable, non-reimbursable, assisted acquisition, and direct site funding government and non-government agreements.
  • Required: 2+ years experience reviewing support agreements for compliance with DoDI 4000.19 and related guidance.
  • Required: 2+ years’ experience using Document Staffing and Tasker System or similar (ETMS2, CATMS, etc.)
  • Required: 1+ year experience using Government Invoicing (G-Invoicing)
  • Required: 5+ years’ aggregate experience.
  • Desired: Familiarity with the JPEO-CBRND organizational structure and roles and responsibilities therein.
