What is a legislative attorney?

A Legislative Attorney is a legal professional who specializes in analyzing, drafting, and interpreting legislation for government bodies, lawmakers, and committees. They provide legal advice on the implications of proposed laws and help ensure that legislation complies with existing legal frameworks. Legislative Attorneys also conduct legal research, prepare written opinions, and may assist in the legislative process by testifying before committees or advising on policy issues. Their work is essential to the development of clear, effective, and lawful public policy.

What does a legislative attorney do?

As a legislative attorney, your job is to support a legislative body as they prepare reports, documents, and proposed materials. In this role, you may help determine whether or not a proposed bill complies with existing law and suggest solutions for any issues. You also ensure that the legislators follow the correct procedures throughout the process of creating laws. Legislative attorneys often write formal opinions examining the constitutionality, effect, or operation of a bill and provide these to others as necessary. The duties of this job can vary somewhat from area to area, but legislative attorneys almost always work directly for legislative bodies like city councils or state houses of representatives.

What are the key skills and qualifications needed to thrive as a legislative attorney, and why are they important?

To thrive as a Legislative Attorney, you need a law degree, bar admission, and expertise in legislative research, statutory interpretation, and legal writing. Familiarity with legislative tracking systems, legal databases like Westlaw or LexisNexis, and government document management tools is common. Strong analytical thinking, attention to detail, and effective communication are crucial soft skills for advising lawmakers and drafting legislation. These skills and qualifications are vital to ensure accurate, legally sound, and actionable guidance in the fast-paced legislative environment.

How does a legislative attorney typically collaborate with policymakers and other stakeholders during the legislative process?

Legislative Attorneys work closely with lawmakers, legislative staff, and subject matter experts to draft, analyze, and refine proposed legislation. They often participate in meetings or committee hearings to provide legal advice, explain the implications of legal language, and ensure proposed bills comply with state or federal laws. Effective communication and teamwork are essential, as Legislative Attorneys must translate complex legal concepts into accessible language for non-lawyers and help build consensus among diverse stakeholders.

ABOUT THE TEXAS CIVIL RIGHTS PROJECT

The Texas Civil Rights Project (TCRP) is a community lawyering organization boldly serving the movement for equality and justice in and out of the courts, seeking to advance a vision of a Texas where all communities can thrive with dignity and justice, without fear. For more than thirty-five years, the Texas Civil Rights Project has been a committed partner to community organizers, families, and advocacy groups statewide. Whether through litigation or legal advocacy, the attorneys and advocates at TCRP work to dismantle mass incarceration, fight discrimination in voting and civic participation, and right injustices occurring at the Texas border, all under a race equity lens. TCRP’s lawyers work with coalitions of community-based organizations to identify injustices facing Texas communities and develop systemic solutions using litigation and other legal advocacy tools. For additional highlights about TCRP’s work and to learn more about TCRP, visit www.txcivilrights.org.

TCRP comprises three regional offices across Texas, with over 50 employees and an annual budget exceeding $7 million. As a community-based organization, TCRP requires staff to live in Texas. TCRP strives for geographic diversity within the state. To accomplish greater geographic coverage of Texas, TCRP also employs staff in fully remote positions in cities where TCRP does not maintain an office. Some travel is required for in-person activities.

ABOUT THE DEPARTMENT OR PROGRAM

At TCRP, we are Texas lawyers for Texas communities. We use legal advocacy and litigation to empower Texas communities and create change. Today — with dozens of high-caliber attorneys and professionals around the state and an extensive network of pro bono counsel and community allies — TCRP is among the most influential civil rights organizations in Texas. We are proud of our work, welcome innovative thinkers, and offer flexibility to people’s unique styles and strengths.

In recent years the Texas Legislature has embarked on an aggressive campaign to restrict civil rights in the Lone Star State. As a result, TCRP has become more involved in the legislative process to protect the basic freedoms of all Texans – especially those of marginalized communities whose voices are rarely heard in the halls of power. As the Texas progressive movement’s go-to lawyers, we can support advocacy in the Legislature in ways that almost no other organization can – such as by empowering grassroots organizations with quick and detailed analyses of complicated bills, spotting obscure opportunities in legislative rules and processes for effective advocacy, expanding the diversity of existing coalitions by bringing new groups into the fold, and uniting the movement behind joint advocacy efforts.

In anticipation of new attacks on civil rights during the 90th Legislative Session that begins in January 2027, we are seeking a Legislative Coordinator to build and operate the infrastructure of our legislative program. The Legislative Coordinator will hold primary responsibility for tracking bills and key relationships; coordinating internal and external meetings; representing TCRP in certain coalition spaces; assisting with legislative session-related education and other public materials; and providing other key administrative functions for the policy team. This position is a short-term position that will end on July 31st, 2027, with a possible extension to include one or more Special Sessions. To apply, please follow application details within this link.
