\r\n\r\n\r\nThe State of Connecticut, Department of Correction (DOC), is recruiting for an Assistance Chief of Fiscal/Administrative Services position within their Fiscal Services Unit located in Wethersfield, CT.\r\n\r\n\r\nPosition Highlights\r\n\r\n\r\n DOC is looking for a strong candidate to lead vital fiscal and administrative operations for this large state agency. The candidate must have a strong working knowledge of the majority of state agency fiscal functions and direct supervisory experience. They will also be helping to develop policies, improve operations and ensure compliance with state and federal requirements.\r\n This "hybrid" position is full time on first shift, 40 hours per week, Monday through Friday.\r\n This position may offer telework opportunities upon successful completion of the working test period in accordance with the Agency Telework Policy. PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for assisting in the administration of the administrative programs and operations of the agency.\r\n

EXAMPLES OF DUTIES

\r\n Assists in directing staff and operations of fiscal management functions including budget preparation and management, accounting and financial reporting and analysis;\r\n Assists in coordinating, planning and managing activities;\r\n Formulates program goals and objectives;\r\n Develops or assists in development of related policy;\r\n Reviews fiscal and administrative operations for effectiveness and compliance with statutory requirements and agency policies and procedures;\r\n Evaluates staff;\r\n Directs or assists in the direction of budget management function;\r\n Maintains contacts with and acts as liaison to individuals within and outside of state who might impact on program activities;\r\n Advises agency head regarding fiscal and administrative matters;\r\n Assists EDP experts in planning and implementation of financial aspects of EDP systems;\r\n Utilizes EDP systems for financial records, reports and analyses;\r\n Prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation;\r\n Leads the recruitment and hiring of staff, including outreach, interview and selection;\r\n May direct support services such as maintenance, duplicating services, switchboard, mailroom, food services, security and housekeeping;\r\n In a facility or institution may ensure conformance with related standards of JCAH, OSHA, Environmental Protection and other regulatory agencies;\r\n May direct a program of internal and/or external audit;\r\n Performs related duties as required.\r\n \r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in a combination of fiscal/administrative functions (e.g. accounting, accounts examining, budget management, grants administrative, personnel, payroll, purchasing) at least one (1) of which must be an accounting function.\r\nNOTE: See addendum for descriptions of these fiscal/administrative functions.\r\n

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been supervising professional level staff. \r\nNOTE: For state employees this experience is at the level of a Budget Specialist or Fiscal/Administrative Supervisor. \r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n2. A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Experience supervising professional staff, including coaching, performance management, recruitment, hiring, and staff development.\r\n Experience developing, implementing, and evaluating fiscal or administrative policies, procedures, and operational improvements.\r\n Experience directing or managing complex fiscal operations, including budget development, financial reporting, and fiscal analysis.\r\n Experience overseeing state procurement, contract administration, and competitive solicitation processes, including Requests for Proposals (RFPs)\r\n Experience ensuring compliance with applicable laws, regulations, internal controls, and agency policies, including audit readiness and corrective action implementation.\r\n\r\n\r\n
