Delaware's\r\nAttorney General, the State's chief law enforcement officer, has a broad\r\nresponsibility to combat crime, uphold civil rights, safeguard families, fight\r\nfraud, and protect consumers in the First State.\r\nIn\r\nmeeting this mission, Attorney General Kathy Jennings is supported by teams of\r\ntalented lawyers and staff in the Criminal, Civil, Family, Fraud and Consumer\r\nProtection, and Civil Rights and Public Trust Divisions. Each of the more than 500 staff members who\r\nwork in the Office of the Attorney General is dedicated to serving all\r\nDelawareans with integrity and passion.\r\n\r\n\r\nDeputy\r\nAttorneys General, with critical support from criminal special investigators,\r\nvictim service specialists, paraprofessionals, and administrative staff,\r\nprosecute criminal cases, enforce consumer laws, provide counsel to state\r\nagencies, ensure the public's access to open government, protect the abused,\r\nand much more.\r\n
Summary Statement
The Delaware Department of\r\nJustice is seeking a highly motivated and detail-oriented Legal Assistant\r\n(Paralegal) to support attorneys within the Fraud Division, White Collar Crime\r\nUnit in the New Castle County office. The WCCU is based in New Castle County and\r\nprosecutes crimes statewide that involve financial misconduct and such other\r\ncriminal matters assigned by the Division Director. The WCCU also pursues civil\r\nactions under the Delaware False Claims and Reporting Act for fraud committed\r\nagainst the government.\r\nThe\r\nLegal Assistant will provide comprehensive paralegal support to deputy attorneys\r\ngeneral. Responsibilities include providing legal assistant support to the DAG focusing on the criminal\r\ninvestigation and prosecution of worker exploitation and labor-related\r\noffenses, including wage theft. The\r\nposition contemplates interaction with investigators, witnesses, agency\r\npersonnel and the public. The legal assistant may also be assigned to other\r\ntasks as necessary to assist the WCCU.\r\nAs an integral part of the\r\ninvestigative/prosecutive team, the successful applicant would be expected to\r\ndevelop a thorough understanding of the relevant facts and to attend case\r\nmeetings with law enforcement and interviews with witnesses. The legal assistant\r\nis responsible for reviewing, analyzing and drafting legal documents. The legal assistant will maintain physical\r\nand digital files, prepare litigation documents and investigate case-related\r\nissues and facts and will coordinate research, investigative reports and case\r\npreparation for the deputy attorneys general. The successful applicant must\r\ndemonstrate strong organizational and computer skills, preferably including\r\nexperience with LexisNexis e-filing and Concordance (or similar data management\r\nsoftware), and proficiency with Excel. In addition, the candidate should have\r\nexperience working with the public, analytical experience to evaluate cases and\r\nan ability to work independently. The\r\nlegal assistant must have or be able to develop a good working relationship\r\nwith deputy attorneys general, support staff and agency personnel. The position\r\nis based in New Castle County; however, the WCCU handles cases statewide and\r\ntravel throughout the state may be required.\r\nThe applicant will also be able to work accurately and independently\r\nwithin strict time constraints with a minimum of direct guidance and\r\nsupervision.\r\nThis position may be eligible for telework for up to three days a week.\r\n

Since class specifications are descriptive and not\r\nrestrictive, incumbents can complete job duties of similar kind not\r\nspecifically listed here.\r\n\r\n\r\n\r\n Acts in liaison capacity between superior and various\r\n interested parties and judicial and/or court staff, clients, defendants,\r\n plaintiffs, victims, witnesses, law enforcement agents, elected and/or\r\n appointed officials and the public to gather, clarify and provide\r\n information regarding case facts and status.\r\n Establishes and maintains case files ensuring that the files\r\n contain complete and accurate information essential to each step of the\r\n proceedings from pre-hearing and/or pre-trial through trial and\r\n sentencing.\r\n Interviews involved parties such as clients, defendants,\r\n plaintiffs, victims, witnesses, arresting officers, or medical personnel\r\n to gather discovery material, evidence for case preparation and to\r\n complete various legal and/or court documents.\r\n Reviews various reports as well as other information such as\r\n police reports, medical reports, retail, surveillance, computer\r\n files/electronic documents, body worn camera and video/audio; summarizes\r\n pertinent details of the case for Deputy Attorney Generals; follows up as\r\n necessary for additional documents; drafts answers to litigation\r\n complaints and responses to form 30 interrogatories; issue subpoenas to\r\n obtain medical, insurance, and employment records; serves and prepares\r\n discovery; and makes required redactions for discovery and case\r\n preparation.\r\n Reviews law sources such as case law, judicial decisions,\r\n statute law, codes, regulations, and legal and subject matter articles to\r\n ensure issues are properly cited and provides superior with written\r\n details of similar cases including findings, judicial decisions, and\r\n memorandum/opinions of law.\r\n Prepares legal pleadings, e.g. briefs, motions, indictments,\r\n information and appeals.\r\n Provides reports and recommendations for new/revised\r\n operating policies/procedures.\r\n Reviews state and federal codes, laws, rules, regulations,\r\n policies, and procedures to ensure compliance of legal\r\n actions/processes.\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n
