Description:

The CUNY SPS Office of Innovative Learning Solutions (ILS) seeks an experienced, detail-oriented learning and development professional to join our training team in the role of Program Manager. This role will be an integral part of the Energy Training team that manages the design, development, delivery and administration of relevant learning programs on behalf of the Department of Citywide Administrative Services' (DCAS) Division of Energy Management. This program prepares City facilities personnel to make energy-smart decisions that assist the City of New York in meeting its greenhouse gas (GHG) emissions reduction goals. The program is designed to help facility professionals across City agencies envision a learning path specifically targeted to their professional and personnel development goals.

The Program Manager has an integral role in ensuring the effective management and delivery of the program's portfolio of energy training offerings. As the program partners with more external industry experts and vendors to deliver training, this role emphasizes partnership management, operational coordination, and the strategic administration of learning solutions. The Program Manager ensures that training providers meet program standards, oversees processes that support smooth delivery across multiple modalities, and collaborates with internal and external stakeholders to align learning initiatives with City agency needs and energymanagement goals. This role is responsible for managing vendor relationships, coordinating program operations, supporting procurement and contracting processes, monitoring training performance, and ensuring a highquality learner experience. The Program Manager also supports energy management subject matter experts to successfully deliver instructor-led training through the online Learning Management System ("LMS") to ensure successful completion of courses. Through strong project management, communication, and analytical skills, the Program Manager supports an effective and scalable learning portfolio that advances the City's energyreduction and workforcedevelopment objectives.

Duties and Responsibilities:

Reporting to the Senior Program Manager, Training Operations, the Program Manager will:

  • Support an action learning methodology to define process improvements and best-practice solutions related to emerging opportunities in education, workforce development, and training program operations.

  • Ensure vendor-delivered learning programs align with program goals and adhere to current best practices for adult learners.

  • Oversee the management and coordination of Continuing Education and Training (CE/T) learning events, facilitate data collection, and ensure completion of the assessment process in collaboration with delivery partners.

  • Support the review, adaptation, and implementation of instructional content provided by vendors for in-person, remote, and self-paced delivery, ensuring alignment with program standards.

  • Maintain an existing curriculum portfolio by coordinating updates with subject matter experts and external partners to ensure content remains relevant and aligned to energy-related local laws and policies.

  • Partner with the Program Effectiveness team to evaluate training outcomes, vendor performance, and program impact, and make recommendations for improvement. performance, program impact, and make recommendations for improvement.

  • Provide guidance and support to subject matter expert instructors and external training partners to ensure quality and consistency in program delivery.

  • Participate in program observations, vendor evaluations, and assessments related to the delivery of energy management training.

  • Manage multiple priorities, tasks, and projects across vendors, stakeholders, and program workstreams.

  • Learn new processes, systems, and technology with minimal direction to support program operations.

  • Lead special projects that support energy savings initiatives and/or enhancements to the EMI program.

  • Leverage key functionality of the Blackboard Learning Management System to administer programs, including uploading and managing content, tracking learner progress, providing technical support for instructors, and ensuring learner assessment records are maintained appropriately.

Qualifications:

Minimum requirements for the position:

  • Bachelor's degree. Master's-level degree in instructional systems design, training delivery or e-Learning development for adult learners preferred.

  • 3-5 years' experience designing, developing, or implementing training for adult learners.

  • 3-5 years' experience in program and operations management, including demonstrated process design and project management.

  • Experience evaluating technical subject matter experts for instructor-led classroom or virtual delivery.

  • Experience managing stakeholder relationships, including clients and partner organizations.

  • Experience working with City and/or State agencies preferred.

  • Experience analyzing measurement and evaluation metrics preferred.

  • Experience with content authoring software such as Articulate 360, preferred.

  • Experience with Learning Management Systems preferred, specifically Blackboard.

  • Industry certifications in instructional design or training facilitation preferred.

  • Organizational skills, attention to detail, and ability to follow established processes.

  • Ability to communicate effectively, both orally and in writing.

  • Excellent customer service skills.

  • Ability to work independently and also collaboratively with the team and stakeholders.

  • Strong computer skills required: (e.g., Microsoft Word, Excel, PowerPoint, Outlook.)
