The Job
World Vision is seeking a Monitoring, Evaluation, and Learning (MEL) Director for an anticipated multi-million-dollar, multi-country, 5-year United States Government (USG) grant funded project called Faith and Community Initiative focused on leveraging the efficiencies of existing faith networks and faith-based or community health providers to bring integrated HIV TB, Malaria, MNCH and nutrition services through a hub-and-spoke model across 16 priority countries. To deepen efficiency and align with national strategies, the project will work collaboratively with governments, faith networks, and national Christian Health Associations (CHAs) to deliver integrated services at community levels. The project will gradually transition the implementation of activities to national Christian Health Associations, Ministries of Health, and other local stakeholders within three years and finally by the end of the project.
Responsibilities will include
- Keep Christ central in individual and corporate life. Actively participate in and contribute to the spiritual disciplines of the organization (Christian conduct, chapel, prayer, worship, devotions, and leadership of devotions); incorporate WV Core Values into decisions within scope of role.
Monitoring, Evaluation and Learning Leadership
- Provide global-level oversight and technical leadership for MEL, project information system, and knowledge management activities for a 16-country integrated health program.
- Ensure high-quality, consistent M&E standards, tools and guidance across the 16 countries to ensure seamless data collection, reporting, and adaptive management across all levels of the program. This includes maintaining compliance with the donor reporting requirements, and interoperability with national health information systems (HMIS).
- Collaborate with Technical Director in knowledge management, documentation and dissemination efforts to support advocacy and resource mobilization.
- Lead consortium-wide efforts to promote comparability of data for donor reporting, performance management, and program learning.
- Facilitate cross-country collaboration and provide targeted technical support to country MEL teams and partners.
- Oversee the integration of program data into World Vision's iMPAQ system, supporting internal grant reporting, cross-country learning, and portfolio management.
- Perform other duties as assigned.
Data Systems and Reporting
- Ensure that all MEL systems are aligned with US DOS/PEPFAR indicators, DATIM reporting, and national HMIS platforms.
- Oversee the integration of consortium data into World Vision's iMPAQ system, ensuring accurate and timely consolidation of indicator data for internal reporting and cross-country analysis.
- Promote interoperability between national HMIS platforms, mobile tools like Luvelo, and iMPAQ to prevent parallel reporting systems.
- Lead the design of real-time dashboards and data visualization tools to support adaptive management at global, national, and hub levels.
- Guarantee compliance with donor reporting timelines and data quality expectations.
Date Quality Assurance (DQA) and Continuous Improvement
- Oversee the implementation of a multi-level DQA framework, including routine internal checks, hub-level verifications, quarterly country-level audits, and annual external DQAs.
- Establish a feedback loop to ensure DQA findings are used to improve data collection processes and program performance.
- Lead the annual Data Champion Awards, recognizing facilities with exemplary data quality and fostering a culture of accountability.
- Provide technical leadership on the use of evidence-based continuous improvement frameworks, such as Plan-Do-Study-Act (PDSA) and the Systems Analysis and Improvement Approach (SAIA).
Learning and Adaptive Management
- Drive a consortium-wide continuous learning agenda focused on service integration, cost-efficiency, sustainability and transitioning.
- Establish structured spaces for reflection and adaptive action, including quarterly consortium learning summits and participatory data review sessions with faith leaders and inter-religious councils.
- Ensure evidence is used to guide strategic adaptations, resource allocation, and advocacy with MOH and faith-based networks.
- Promote South-to-South learning and cross-country exchange of best practices through communities of practice.
Capacity Strengthening and Supervision
- Supervise, guide and collaborate with assigned MEL staff at the global level and provide technical mentorship to Country MEL Managers.
- Build MEL capacity within consortium organizations through training, mentorship, and structured learning programs.
- Support recruitment and onboarding of MEL staff at global and national levels, ensuring rapid program start-up.
- Work collaboratively with team members when assigned to work as a member of a team.
