Job Title: Program Quality and Development Specialist

Salary: Competitive

Hours: up to 40 hours per week; non-exempt employee

Location: St. Lucie County


1. JOB PURPOSE

The Program Quality and Development Specialist for Club Programs is responsible for ensuring the effective design, implementation, and continuous improvement of club program services. This role focuses on enhancing program quality, monitoring performance, developing new initiatives, and supporting the professional growth of staff. The specialist will collaborate with stakeholders to ensure that club programs are engaging, impactful, and aligned with the organization's goals and objectives.


2. DUTIES & RESPONSIBILITIES

The job duties & responsibilities are, but not limited to

General:

Monitor and evaluate and/or establish Club routines and procedures as they apply to quality programming (preparedness including planning/materials/resources, schedules posted, transitions)

Program Development:

Assist in the design and implementation of club programs that promote club members' growth, engagement, and development.

Collaborate with staff and partners to design programming/activities, and initiatives that meet the needs of the club member

Ensure programs address key learning outcomes, such as academic support, social-emotional learning, and enrichment opportunities.

Ensure programming addresses priority outcomes: Academic Success, Good Character and Citizenship, Healthy Lifestyles 

Ensure programming is based on the Formula for Impact: 5 Key Elements for Positive Youth Development (safe/positive environment, fun, supportive relationships, opportunities and expectations, recognition), High Yield Activities, Targeted Programs, Regular Attendance 

Teach/model Elements of a Quality Session (provide ongoing support)

Assist in designing/leading programming and initiatives that address all aspects of Project Learn; Homework Help and Tutoring, Enrichment and High Yield Learning Activities, Family and Community Involvement, School Partnerships, Motivation, and Incentives. 

Create a programming schedule to be displayed in each Club. The schedule will identify the program, days/times, objective, activities, groups, and special guests/events. 

Program Quality Monitoring:

Develop and implement a system for assessing program quality and outcomes.

Conduct regular observations and evaluations to assess the effectiveness of programs.

Analyze feedback from club members, staff, and parents to identify areas for improvement.

Provide relevant/timely/actionable feedback (written and oral)

Develop goals and action plans based on observations/evaluations to address gaps or challenges.

Monitor progress toward goals (utilize goal setting and tracking forms)

Conduct Continuous Quality Improvement assessments and provide resources and training to address areas of need.

Staff Support and Training:

Provide ongoing professional development opportunities (including side-by-side coaching/modeling/mentoring) for club program staff to enhance program delivery and club members' engagement.

Create training materials and access to resources to support staff in delivering high-quality programs.

Collaboration and Stakeholder Engagement:

Build capacity among staff and maintain strong relationships with community partners, schools, parents, and other stakeholders.

Work with internal and external teams to ensure program goals are aligned with broader organizational strategies.

Collaborate with team members to leverage expertise in various elements of programming. 

Facilitate communication and coordination between staff, parents, and school personnel.

Reporting and Documentation:

Track and report on program outcomes, performance metrics, and key achievements.

Assist in gathering/preparing quantitative/qualitative data/reports for funders/grants, board members, and other stakeholders.

Maintain accurate records of program activities, assessments, and improvements.

Continuous Improvement:

Identify and implement strategies to continually enhance the program's impact.

Stay up-to-date with best practices in BGCA club programming and educational trends.

Monitor emerging trends in youth development, integrating relevant strategies into programming.


OTHER DUTIES & RESPONSIBILITIES

Actively participate in and/or facilitate BGCA trainings, internal trainings, and All Staff meetings

May oversee special programs and/or events (e.g. Torch Club, Youth of the Year, and Awards Programs), and/or participate in the implementation of other Club activities as necessary.

May be required to drive the Club van.

Travel between sites and to activities as needed


3. QUALIFICATIONS


BACKGROUND SCREENING

Must submit to and pass Level 2 background screening through the Florida Department of Children & Families.

Must pass pre-employment drug test 

Must pass Motor Vehicle screening through First Advantage 


Certifications 

Current CPR/First Aid certification preferred.


EDUCATION / EXPERIENCE 

Associate Degree in a related field from an accredited college or university OR

A minimum of 2-3 years experience in a Boys & Girls Club or similar organization planning and supervising activities based on the developmental needs of young people OR

A minimum of 2 years experience in program development and implementation for an after-school program


SKILLS/KNOWLEDGE

Strong understanding of youth development principles and club programming.

Excellent written and verbal communication skills.

Ability to work independently and as part of a team.

Strong problem-solving and critical thinking abilities.

Experience with data collection, analysis, and reporting.

Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and other relevant software.

Travel

Some travel may be required for training and/or other business purposes.  


4. Working conditions

Our offices, neighborhood clubhouses, and school-based clubs are fast-paced work environments and strategically located in areas of St. Lucie County where youth need us most. Based on the organization's needs, flexibility to work different schedules and work in different locations in St. Lucie County is required due to changing business demands. 5. Physical demands: 

The usual and customary methods of performing the job's functions require the following demands: some lifting, carrying, pushing and/or pulling, stooping/kneeling, reaching with hands and arms, and finger dexterity. 

This position requires extended talking, listening, sitting, walking, and standing; computer viewing, and keyboard entry. Regularly lifting up to 25 pounds. 

Daily operation of personal motor vehicles relevant to carrying out job duties is required for this position. 

Ability to think strategically and ability to sit for more than four hours per day.
