Job description

Applied Research Solutions is seeking an experienced Senior Program Manager to lead a cloud and software development program. The Sr Program Manager is responsible for planning, coordinating, and delivering complex technical programs that span cloud infrastructure, application development, and system integration. This role serves as the bridge between engineering teams, product stakeholders, security, and leadership to ensure programs are executed on time, within scope, and aligned with organizational objectives. The Sr Program Manager provides leadership, manages program level cost/schedule/performance requirements, drives cross-functional collaboration, manages dependencies and risks, and ensures cloud and software solutions meet performance, security, and scalability requirements.

Responsibilities include:
  • Lead end-to-end program management for a cloud and software development initiative across a cloud-based platform and on-prem environment, from concept through deployment and operational transition.
  • Translate customer requirements and objectives into actionable technical program plans, roadmaps, schedules, and milestones.
  • Coordinate cross-functional teams including software engineers, cloud architects, DevOps, security, QA, and operations.
  • Oversee cloud-based solution leveraging an Azure platform, including infrastructure, platform services, and application workloads.
  • Manage program risks, issues, and dependencies, proactively identifying mitigation strategies and driving resolution.
  • Ensure alignment with software development lifecycle (SDLC) and agile methodologies (Scrum, Kanban, SAFe).
  • Track and report program performance, metrics, and deliverables to stakeholders and leadership.
  • Ensure compliance with security, privacy, and regulatory requirements throughout program execution.
  • Modeling Air Force workflow processes, i.e. clearances, 2875, etc.
  • Facilitate technical decision-making by balancing cost, performance, scalability, and operational considerations.
  • Drive continuous improvement in program execution, delivery processes, and tooling.
  • Other duties as assigned.

Qualifications/ Experience Requirements:
  • Must be a US citizen.
  • Must have or be willing to attain a TS/SCI Clearance
  • Bachelor's degree in Business Administration, Program/Project Management, Engineering, Operations Management, or related field.
  • Proven experience managing complex technical programs involving integration, engineering, and/or software development.
  • Demonstrated ability to manage multiple workstreams and stakeholders in fast-paced environments.
  • Excellent problem-solving skills, communication, and collaboration abilities

Preferred Qualifications
  • Bachelor's degree in a technical discipline.
  • Master's degree in a management discipline.
  • Experience with large-scale enterprise or government systems and government cloud systems.
  • Familiarity with containerization and orchestration technologies (e.g., Kubernetes).
  • Knowledge of infrastructure-as-code tools (e.g., Terraform, CloudFormation).
  • Program or project management certifications (PMP, PgMP, SAFe, or equivalent).
  • Proven experience managing complex technical programs involving cloud infrastructure/integration.
  • Strong understanding of cloud computing concepts, architectures, and services (IaaS, PaaS, SaaS).
  • Experience with CI/CD pipelines, automation, DevOps, and Infrastructure-as-Code (IaC) tools (Terraform, Ansible, CloudFormation, etc.).
  • MS Cloud certifications
  • Knowledge of hybrid cloud, multi-cloud, and edge computing integration strategies.
