Morgan Construction Management (MCM) provides exceptional construction project management services to our clients in various markets that comprise of government, transportation, educational and religious institutions, housing and commercial. Since 2011, MCM serves its clients in the private and public sectors. MCM manages all phases of projects from programming to implementation and from pre-construction to post construction.



Job Summary


MCM is seeking a skilled and detail-oriented Capital Program with extensive knowledge in large scale architecture, engineering and construction projects to work with our client's team in Philadelphia. The candidate will manages the overall health and performance of our client's capital improvement portfolio to ensure projects are prioritized, initiated, and delivered in alignment with the approved Capital Improvement Plan (CIP) and our client's long-range facilities strategy. The candidate will be responsible for coordinating project sequencing, funding, staffing, procurement, and executive decision-making to ensure projects are feasible and advance according to established annual, five-year, and ten-year implementation plans. The ideal candidate will oversee program-level schedules, budgets, and performance metrics and works across departments to identify and remove bottlenecks that may affect timely project delivery.



Essential responsibilities will include the following:

  • Manage a portfolio of capital improvement projects, including new construction, additions, renovations, building system replacements, and infrastructure upgrades.
  • Coordinate implementation of our client's annual, five-year, and ten-year Capital Improvement Plans.
  • Determine project initiation timing based on readiness, available funding, procurement requirements, staff capacity, and our client's priorities.
  • Coordinate internal staff, consultants, and other resources necessary to support successful project delivery.
  • Work closely with Finance, Procurement, Facilities, Operations, and executive leadership to confirm project feasibility and readiness.
  • Develop and maintain portfolio-wide schedules, budgets, and performance dashboards.
  • Monitor project progress and identify schedule, budget, and resource risks that may impact the capital program.
  • Recommend corrective actions and resource adjustments to address delays, cost overruns, and other program constraints.
  • Oversee preparation of Requests for Qualifications (RFQs), Requests for Proposals (RFPs), and other procurement documents for professional and construction services.
  • Participate in consultant and contractor selection, contract negotiations, and award recommendations.
  • Review and approve contracts, amendments, change orders, and professional service agreements.
  • Coordinate planning, design, permitting, bidding, construction, commissioning, and project closeout activities.
  • Conduct site visits to verify construction progress, quality, and safety.
  • Lead meetings with internal departments, consultants, contractors, building staffs, and community stakeholders.
  • Prepare monthly and quarterly reports and presentations summarizing portfolio status, budget performance, risks, and milestone achievements.
  • Coordinate project phasing and logistics to minimize disruption to occupied building and operations.
  • Maintain accurate project and program records, including schedules, budgets, contracts, meeting minutes, and performance reports.


Additional Functions

  • Perform related work as required.
  • Support development of long-range facilities plans and capital investment strategies.
  • Assist in evaluating consultant and contractor performance.
  • Participate in special initiatives related to facilities planning, funding, and capital program governance.
  • Respond to inquiries from our client's staff, building staff, facilities and community stakeholders regarding capital projects.
  • Support grant applications, reimbursement requests, and funding compliance activities as needed.


Minimum Requirements

  • Bachelor’s degree from an accredited college or university in Architecture, Engineering, Construction Management, Facilities Management, or a related field.
  • Seven years of full-time, professional experience managing capital improvement projects, capital programs, or large scale architecture, engineering or construction projects.
  • Demonstrated experience overseeing planning, design, procurement, construction, and project closeout.
  • Experience in public-sector, educational, healthcare, municipal, or other institutional environments preferred.


Knowledge, Skills and Abilities

  • Demonstrated Knowledge of:
    • Capital planning and portfolio management principles.
    • Architectural design and engineering processes.
    • Construction methods, materials, and building systems.
    • Public procurement procedures and contract administration.
    • Budget development, forecasting, and financial controls.
    • Applicable building codes, accessibility requirements, and safety regulations.

Preferred Certifications

  • Registered Architect (RA) or Professional Engineer (PE).
  • Project Management Professional (PMP).
  • Certified Construction Manager (CCM).
