Description
The Senior Learning and Development (L&D) Specialist, as a part of a team, is responsible for coordinating and implementing the functions of the L&D Department with the goal of aiding continuous and effective staff and student development, in compliance with legislative requirements and best practices of training. The Senior L&D Specialist works in collaboration with the L&D manager and subject matter experts to research, develop, and update dynamic training courses on a regular and assists in the delivery of such internal and external. 
The Senior L&D Specialist also assists with the coordination of training registration, facilitates training accommodation requests, designs learning plans to assist struggling staff, guides Direct Support Supervisors in their delivery of courses and instructs several courses/workshops. The Senior L&D Specialist's responsibilities also include oversight, function, content creation and upkeep of the Reena Learning Management System. Maintain existing relationships with designated training partners. First point of escalation for L&D team members.

Key Responsibilities:
1)  Training Facilitation and Coordination
  • Train the trainer to continually improve facilitation skills and use the current training technology.
  • Instructs various courses as per their assigned portfolio. 
  • Acts as reference for all L&D programs
  • Chairs L&D course meetings, for assigned courses
  • Contributes to planning teams/committees to address global system issues and needs
  • Presenting at conferences, host and instruct on-line webinars/workshops and trainings as well as in person. 
  • Provides orientation and support to students on placement or in training courses
  • Matches specific needs to available or customized support/services
  • Ensure IPAC measures are modelled and followed by creating modules/protocols for implementation both external and internal
  • Advises instructors regarding content and materials for training courses
  • Assists in the coordination of events and development of new L&D initiatives
  • Liaises with instructors to arrange training times and dates for courses
  • Coordinates registration processes in coordination with the L&D Registrar
  • Designs quarterly course schedule for distribution 
  • Arranges for the certification of new instructors
  • Ensures all peer trainer certifications are kept in good standing. Collaborates with external agencies regarding partnership opportunities to enhance sector opportunities for learning.
  • Deals with any issues arising from attendance, testing and transcripts
  • Designs needs assessment and evaluation tools and assists in the implementation, and analysis of such
  • Maintain IPAC Champion status internally and externally
  • Maintain continuity of LMS structure/functions with a working relationship wit IT Technology department
  • Performs cross-functional activities and/or other duties, as required.

2) Program Development
  • Contributes actively in the planning and future goals of the department
  • Participates and assists in the further development, design and implementation of projects related to professional development of the sector 
  • Maintains L&D presence at Let’s Connect and Program Meetings 
  • Works in collaboration with Direct Support Supervisors and interdepartmental teams to share information, addressing issues and streamlining procedures that impact on the system 
  • Liaises with supervisors to advise regarding follow through on L&D policies and procedures
  • Assists in the planning, development and review of departmental policies and procedures
  • Recommends workshops/courses to meet staff learning needs and professional goals
  • Conducts continual assessment of programs based on program evaluations, collecting statistics and analyzing results
  • Audits courses on regular basis, ensuring high-quality course delivery
  • Coordinates information for new L&D programs, including sourcing teaching materials
  • Researches current material/literature on L&D trends
  • Liaises with other agencies and various subject matter experts regarding training design, content and delivery
  • Work closely with Subject Matter Experts and key client stakeholders to create and maintain learning and development that supports organization strategy including: the design, development and delivery of materials/curriculum, course outlines, facilitator and participant guides, exercise guides, job aids, show me videos, and site content.
  • Consults with others and maintains objectivity when working on issues that cross boundaries
  • Makes use of available resources and identifies alternatives to meet short term goals
  • Takes specific actions to ensure the successful implementation of change initiatives
  • Create or revise training curriculum to reflect changes in legislation or trends
  • Identify opportunities for continuous improvement of learning program design and delivery related to processes, tools, technologies, and learning analytics Support Learning Management System (LMS) administration for all users
  • Develops customized internal and external courses and instructs these courses as required
  • Works collaboratively with L&D supervisors and e-learning content creators to modify existing courses to be adaptable to e-learning and to create “New” e-learning materials. Provides education to L&D team members on use of LMS programs (Articulate 360, Rise 360, LMS 365, SharePoint etc.), maintain accurate learners list in conjunction with IT dept. Host/moderate webinar sessions.
  • Other duties as assigned
 3) Financial Responsibilities
  • Promotes the fiscal health of the department by investigating areas for cost savings
  • Issues invoices, receipts and tracks all payments and deposits from external training participants 
  • Maintains and monitors department petty cash fund 
  • Serves as liaison for reporting with the accounting department
  • Ensure smooth transaction of online payment tools with L&D registrar
  • Other duties as assigned
4) Additional Senior Specialist Responsibilities
  • Act as the backup to department manager as necessary
  • Assist department manager in decision making process regarding learning opportunities for staff
  • Act as the team leader in content creation and editing
  • Collaborate with internal department managers regarding specific training needed for their departments
  • Collaborate with internal departments in updating administrative functions (i.e. HR for staff lists, IT for systems issues, Accounting for accounts payable/receiving) 
  • Maintain presence of the L&D department on SharePoint webpage
  • Other duties as assigned

Qualifications:
  • University degree in the field of social services, organization development, human resources, or related field
  • Certificate/Diploma in Adult Education
  • Minimum of 3-5 years experience in learning and development, with a focus on training and adult learning
  • Experience working in developmental services sector
  • Advanced proficiency with Microsoft Office Suite, LMS 365 and Articulate 360
  • Experienced in moderating on platforms such as Teams, BlueJeans, ZOOM Platforms
  • Experience as an engaging facilitator who seamlessly designs and facilitates training, presentations, and meetings for audiences of all levels and capabilities in an organization
  • You have extensive experience with blended learning solutions
