Job Overview
Weatherford has a great opportunity for a Talent Development Program Manager to join the team in Houston, Texas. This role is responsible for the implementation, delivery, administration, and continuous improvement of enterprise professional development programs and talent initiatives that support employee growth and business priorities across a global organization. This role partners alongside Human Resource Business Partners, business leaders, subject matter experts, and external vendors to execute and implement development solutions, learning experiences, mentoring programs, assessments, and technology-enabled learning initiatives at an enterprise level. As a key member of the Talent Management team, the Global Talent Specialist supports day-to-day program operations, learning research for programming efforts, stakeholder engagement, learning technology administration, reporting, and project execution to ensure successful delivery, adoption, and measurable impact. The ideal candidate is a highly organized talent and development professional with experience project managing enterprise learning and talent programs, leveraging technology, and partnering with stakeholders to deliver impactful development solutions.
Key Responsibilities
Program Management & Delivery
  • Lead the implementation, execution, and ongoing administration of enterprise professional development programs and talent initiatives.
  • Coordinate program activities, communications, timelines, resources, stakeholder engagement, and operational processes to ensure successful delivery.
  • Support program launches, participant enrollment, communications, and ongoing program operations.
  • Serve as the primary point of contact for assigned programs and provide support to leaders, participants, Human Resources, and business stakeholders.
  • Monitor program effectiveness, participant feedback, and operational performance to identify opportunities for improvement and increased impact.
  • Maintain program documentation, processes, resources, and reporting to support consistency, operational effectiveness, and long-term sustainability.

Learning Technology & Program Support
  • Administer and support learning technologies, digital learning platforms, assessments, and development tools that enable professional development programs and talent initiatives.
  • Partner with HR Shared Services, Information Technology, vendors, and stakeholders to support platform enhancements, integrations, troubleshooting, reporting, and user adoption.
  • Coordinate with subject matter experts, business leaders, and vendors to support the implementation of learning and development solutions.
  • Support instructor-led, virtual, blended, digital, and experiential learning programs through effective program administration and technology enablement.
  • Research new learning methodologies and opportunities to leverage technology, automation, and innovative tools to improve scalability, efficiency, user experience, and program effectiveness.

Stakeholder & Vendor Partnership
  • Build and maintain strong relationships with business leaders, Human Resources, subject matter experts, vendors, and key stakeholders.
  • Act as a liaison to SMEs, Human Resource Business Partners, and business stakeholders to drive and sustain non-technical and leadership development initiatives and drive program adoption to success.
  • Consult with stakeholders to understand development needs and research practical learning solutions.
  • Coordinate cross-functional efforts to support successful program implementation and delivery.
  • Liaison for program vendors and ensure successful delivery of contracted services and solutions.

Reporting & Continuous Improvement
  • Develop and maintain reports, dashboards, and program metrics.
  • Analyze participation, engagement, adoption, utilization, and effectiveness data to identify trends and opportunities.
  • Translate data into actionable insights and recommendations for Human Resource Business Partners to help drive and sustain enterprise programs.
  • Evaluate program outcomes and build measurement approaches that demonstrate participant impact and business value.
  • Drive continuous improvement through stakeholder feedback, process optimization, technology enhancements, and industry best practices.

Required Qualifications
  • Bachelor's degree in Human Resources, Organizational Development or related field.
  • 8+ years of progressive experience in learning and development program management and project management of enterprise-level programs.
  • Strong program and project management skills with the ability to manage multiple priorities, timelines, stakeholders, and deliverables simultaneously.
  • Proven track record in partnering with business leaders, Human Resources, subject matter experts, vendors, and cross-functional teams to implement development solutions.
  • Demonstrated experience in administering learning technologies, learning management systems, digital learning platforms, assessments, or other technology-enabled development solutions.
  • Demonstrated ability to analyze data, develop meaningful insights, and make recommendations that improve program effectiveness, participant experience, and business impact.
  • Strong communication and relationship management skills with the ability to influence and build credibility across key business stakeholders.
  • Experience with learning management (LMS) platforms and learning technology tools.
  • Knowledge of Oracle HCM a plus.
