Job description

ASR is seeking an experienced Lead Project Manager for an exciting opportunity supporting the U.S. Secret Service (USSS) James J. Rowley Training Center (JJRTC) Facility Engineering Branch in Laurel, Maryland. The Lead Project Manager serves as the designated site lead and primary point of contact with the Contracting Officer's Representative (COR) and Contracting Officer (CO) on all issues relating to personnel and project execution, providing direction to the on-site team and overseeing all construction efforts at this large project site. Travel may be required to Washington, DC; the Fish & Wildlife range complex (formerly Fort Meade), MD; and FLETC Glynco, GA.
Responsibilities:
โ€ขย ย ย ย  Serve as the primary liaison between the contractor team and the COR/CO on all personnel and project-related matters.
โ€ขย ย ย ย  Provide direction to the project team, coordinate schedules, and balance workload across Project Managers, QA Inspectors, and Office Engineers.
โ€ขย ย ย ย  Provide oversight of construction-related activities and day-to-day project management for construction and service projects.
โ€ขย ย ย ย  Coordinate with customers; perform schedule reviews and design reviews.
โ€ขย ย ย ย  Develop solutions to construction problems or existing conditions encountered in the field.
โ€ขย ย ย ย  Review contractor submittals for contract conformance and monitor performance against established Performance Standards and Acceptable Quality Levels (AQLs).
โ€ขย ย ย ย  Aid the Contracting Officer and COR throughout all acquisition phases, including answering offerors' questions and participating in site orientation visits and joint contractor/government meetings.
โ€ขย ย ย ย  Draft technical responses to change orders.
โ€ขย ย ย ย  Prepare Statements of Work (SOWs) and Independent Government Cost Estimates (IGCEs) for new contracts and modifications.
โ€ขย ย ย ย  Prepare and submit the comprehensive Monthly Report on Work Items by the 5th business day of each month and participate in the Monthly Performance Update meeting with CO, COR, and Contractor Management.
โ€ขย ย ย ย  Ensure 100% compliance with deliverable deadlines (โ‰ค 2 rework instances per quarter).
Qualifications:
โ€ขย ย ย ย  10+ years of project management experience on commercial or Government construction projects.
โ€ขย ย ย ย  Bachelor's degree in Construction Management, Engineering, or related field (or equivalent combination of technical training and applicable experience).
โ€ขย ย ย ย  Demonstrated experience leading construction efforts at large project sites with limited supervision, independently applying advanced techniques to complex assignments.
โ€ขย ย ย ย  Knowledge of software including Microsoft Office (Word, Excel, Outlook, Teams), scheduling tools (Microsoft Project or Primavera P6), and construction document management platforms, among others.
โ€ขย ย ย ย  Ability to communicate effectively with a diverse range of individuals, including senior Government stakeholders, contractors, and technical staff.
โ€ขย ย ย ย  Ability to multi-task and prioritize in a fast-paced work environment.
โ€ขย ย ย ย  Qualified applicants must be a U.S. Citizen, able to pass a background check, and able to obtain and maintain a PIV card and Tier 4 Public Trust suitability determination.
โ€ขย ย ย ย  Project Management Professional (PMP) or other recognized project management certification. (Preferred)
โ€ขย ย ย ย  Government contracting experience, particularly with DHS, USSS, or other federal training facility programs. (Preferred)
