Our team members provide tailored solutions in the areas of business planning, training and technical assistance, quality assurance, monitoring and evaluation, and scientific communications.
Job Description:
We are seeking an experienced Senior Laboratory Information Systems (LIS) Specialist to support the design, implementation, maintenance, and optimization of LIS and Laboratory Data Exchange (LDX) solutions across a diagnostic and clinical laboratory network in the Pacific Islands. The position is available now and runs through the end of July 2026.
The ideal candidate will bring supervisory skills, hands-on experience implementing and supporting LIS and LDX solutions in active laboratory environments, particularly within resource-limited or low-infrastructure settings. This role requires a unique blend of leadership, technical expertise, clinical laboratory knowledge, and project implementation skills.
The position is expected to prioritize on-site engagement at participating laboratories, complemented by remote work as appropriate. The Senior LIS Implementer will also actively collaborate with the Association of USAPI Laboratories (AUL), participating in AUL meetings and maintaining regular communication to report progress, coordinate implementation activities, and seek AUL support for troubleshooting and problem solving.
Responsibilities:
System Design & Implementation
  • Ensure LIS implementation strategy meets the need of clients.
  • Work with laboratory staff and managers, IT teams, and solution vendors to support end-to-end implementation of LIS and LDX solutions, including requirements gathering, system design, testing, installation, and configuration.
  • Customize and integrate LIS platforms to meet laboratory workflows, quality assurance protocols, and regulatory requirements.
  • Support data migration, validation, and testing prior to go-live.

Data Exchange & Interoperability
  • Support laboratories and collaborate with Data Modernization Initiate (DMI) teams to establish and maintain Electronic Test Order and Result (ETOR) and Electronic Laboratory Reporting (ELR) connections, ensuring accurate and timely data exchange.
  • Coordinate with LIS vendors and IT partners to ensure systems are configured for standards-based interoperability (e.g., HL7, FHIR, ASTM, LOINC).
  • Work with national and regional stakeholders to establish secure data exchange connections between laboratories, public health systems, and surveillance platforms.
  • Engage and coordinate with AUL leadership and members to share progress, identify challenges, and align implementation activities with regional coordination priorities.

System Maintenance & Support
  • Maintain LIS and LDX performance and ensure data integrity, uptime, and security.
  • Troubleshoot technical issues, coordinate with vendors or IT teams for resolution, and optimize system performance.
  • Develop backup, recovery, and version control procedures.

Networking & Integration
  • Design and maintain network connections between instruments, LIS, and external systems (e.g., EMRs, hospital systems, national reporting databases).
  • Ensure secure, efficient data flow across interconnected systems in compliance with data protection regulations.

Training & Documentation
  • Train laboratory and IT personnel in LIS use, LDX, workflows, troubleshooting and best practices.
  • Develop, update, and maintain SOPs, user manuals, and configuration documentation.

Implementation in Resource-Limited Settings
  • Adapt LIS deployments for environments with limited connectivity or intermittent power.
  • Collaborate with field teams to build scalable, resilient digital systems that enhance laboratory efficiency in low-resource contexts.

Requirements
Education: Bachelor's degree in Medical Laboratory Science, Health Informatics, Computer Science, or a related field.
Experience:
  • Minimum of 5 years of hands-on LIS and/or health data exchange implementation and administration experience.
  • Experience in networking, systems integration, and data interfacing (HL7, ASTM, FHIR, LOINC, API connections).
  • Proven experience designing and maintaining LIS in clinical diagnostic laboratories.
  • Strong familiarity with laboratory testing workflows (hematology, microbiology, molecular diagnostics, etc.).
  • IT background and prior work in resource-limited or international health settings is highly desirable.

Knowledge and Skills:
  • Proficiency in one or more LIS platforms (e.g., OpenELIS, SENAITE, HCLab).
  • Solid understanding of laboratory quality management and accreditation standards (ISO 15189, CLIA, CAP).
  • Competence in database management, SQL, and system security protocols.
  • Competence in system troubleshooting, data validation, and testing.
  • Strong coordination, stakeholder management, communication, and documentation skills.
