Project Overview:
The project is a 1.3 GW simple-cycle power generation facility located in Millersport, Ohio, being constructed adjacent to a hyperscale data center campus. The facility includes multiple power generation technologies consisting of Solar Titan 130 gas turbines, Siemens SGT800 gas turbines, reciprocating engines, battery energy storage systems (BESS), substations, and associated balance of plant infrastructure.
The scope includes major civil, mechanical, electrical, structural, underground utility, control systems, and commissioning works required to support phased energization and turnover of the facility. Construction will be executed through a combination of direct hire and subcontracted labor supported by modularization, pre-assembly, offsite warehousing, and advanced work packaging methodologies.
Job Summary:
Performs skilled labor relations and workforce administration duties in support of project labor relations operations. Maintains workforce records, labor documentation, employee files, compliance records, and labor reporting systems. Supports labor relations personnel by coordinating communications, workforce transactions, reporting activities, investigations, onboarding processes, and administrative functions while ensuring accuracy, confidentiality, and compliance with company requirements. #LI-TH1
Major Responsibilities:
  • Provides administrative and operational support to the Labor Relations team and Workforce Services organization.
  • Maintains labor relations records, personnel files, grievance documentation, labor agreement files, and workforce databases.
  • Supports employee onboarding, workforce administration, orientations, and workforce communications.
  • Assists with labor reporting, workforce metrics, headcount tracking, and compliance documentation.
  • Coordinates labor relations meetings, hearings, training sessions, and workforce communications.
  • Processes workforce transactions, personnel actions, and records management activities.
  • Supports investigations by collecting and maintaining documentation and records.
  • Coordinates correspondence with employees, union representatives, project personnel, and external agencies.
  • Assists with wage bulletins, workforce notices, compliance reporting, and regulatory filings.
  • Ensures records confidentiality and compliance with company policies and legal requirements.
  • Ensure compliance with applicable labor laws, employment regulations, collective bargaining agreements, and company policies.
  • Support recruitment, workforce development, craft training, and employee engagement programs.
  • Participate in project planning, staffing forecasts, risk assessments, and business strategy reviews.
  • Support investigations involving workforce conduct, workplace complaints, and labor-related matters in coordination with Legal, HR, and project management.

Education and Experience Requirements:
  • Associate degree or Bachelor's degree preferred in Business Administration, Human Resources, Labor Relations, or related field.
  • Typically 2+ years of workforce administration, labor relations support, human resources, payroll, records management, or related experience.
  • Experience maintaining confidential personnel information and employment records.
  • Experience supporting administrative processes in construction, industrial, or project environments preferred.

Required Knowledge and Skills:
  • Knowledge of workforce administration and records management practices.
  • Strong organizational, planning, and document-control skills.
  • Proficiency with workforce systems, HR databases, spreadsheets, and reporting tools.
  • Strong written and verbal communication skills.
  • Ability to manage sensitive and confidential information.
  • Attention to detail and accuracy in maintaining personnel and labor records.
  • Ability to work effectively with employees, supervisors, labor representatives, and project personnel
