Your Role

As a Sr. Knowledge Management (KM) Consultant, you will serve as a key strategy and implementation lead responsible for optimizing enterprise knowledge flows across the National Guard Bureau (NGB). In this role, you will evaluate knowledge lifecycles, establish governance frameworks, structure metadata architectures, and empower stakeholders using SharePoint Online (365) and established KM methodologies. Your efforts will directly enhance decision-making, information accessibility, and operational readiness for defense leadership.

What You Will Be Doing

  • Conduct Knowledge Assessments: Apply structured methodologies (such as Assess, Design, Develop, Pilot, and Implement - ADDPI) to perform knowledge flow analyses, evaluate maturity levels, and deliver actionable KM recommendations.

  • Architect Information Structures: Establish metadata, taxonomies, tags, and document library structures within SharePoint Online to ensure enterprise content is standardized, searchable, and properly governed across its lifecycle.

  • Facilitate Enterprise Collaboration: Drive cross-functional knowledge sharing by building, expanding, and facilitating active Communities of Practice (CoPs).

  • Deliver KM Education: Design and deliver engaging KM training and curriculum via Learning Management System (LMS) platforms to foster adoption and knowledge stewardship.

  • Support Governance Frameworks: Develop and refine KM governance structures, policies, and standard operating procedures to maintain long-term information integrity.

  • Interface with Technical Teams: Translate complex business requirements into clear, actionable technical tasking for Enterprise SharePoint Site Representatives (ESSRs) to support custom builds and automation.

  • Administer Core SharePoint Environments: Manage fundamental SharePoint Online (365) elements, including custom lists, site permissions, document libraries, and site configurations.

What You Will Need

Must-Haves
  • Security Clearance: Active Secret Security Clearance.

  • Total Experience: Minimum of 8 years of total professional experience.

  • KM Expertise: At least 5 years of hands-on experience applying enterprise KM principles, including knowledge lifecycle management, taxonomy application, product development, and governance support.

  • Qualifications/Education: Must hold at least one (1) of the following credentials:

  • Knowledge Management Institute (KMI) – Certified Knowledge Manager (CKM) or Certified Knowledge Specialist (CKS)

  • American Productivity & Quality Center (APQC) Certified Knowledge Manager

  • US Army KM Qualification Course (KMQC)

  • Air Force KM Specialty Code (AFSC: 3A0XX or 3D0XX)

  • Bachelor’s degree or higher in Organizational Learning or Library Science

  • Domain Experience: Proven National Guard Bureau (NGB) experience within the Joint Staff (JS) or Army/Air National Guard KM environments.

  • SharePoint Proficiency: Baseline, practical working knowledge of SharePoint Online (365), including site setup, permission management, content organization, and basic administration without requiring technical support for routine tasks. Additionally, the KM Consultant must demonstrate basic proficiency with SharePoint Online (365), including lists, libraries, sites, permissions, and content organization, to support KM governance, alignment with information architecture alignment, content lifecycle management, and coordination with the ESSRs.

Nice-to-Haves
  • Experience translating enterprise-level strategy into automated workflows or custom tools alongside specialized development teams.

  • Demonstrated track record of leading change management initiatives in high-level defense or joint military operational environments.
