Summary/Objective
The Senior Construction Inspector role is a technical position in the Engineering Division that will assist with all aspects of the division mission. A Senior Construction Inspector position exists for the Inspection Division. The focus of the position will be in assisting the Project Coordinator with performing construction inspection duties. The incumbent assists with overseeing public works construction projects to ensure they are constructed according to the plans and specifications approved by the City and by reviewing plans and maintaining records. The incumbent assists the public in the field by answering questions regarding City regulations, ordinances, rules, maps, and the status of projects; obtains material samples and conduct tests of construction materials. that all related data is properly recorded. The incumbent assists in the day-to-day supervision of the Construction Inspector I/II positions in the Inspection division.
Essential Functions
Performs inspection, studying, and testing duties.
  • Determines adherence to engineering specifications and derives the necessary field calculations from work completed; ensuring that the elements of construction are accurate and conform to regulations and standards.
  • Reviews and identifies physical conditions and significant changes that would affect construction using knowledge of basic principles and practices of civil engineering.
  • Performs inspections, studies, and materials testing of various projects to ensure their timely completion and conformance to plans and specifications; evaluates priorities, organizes, and coordinates City projects in conjunction with contractors, within short time frames.
  • Performs data entry and manages data bases. Provides project documentation for inspection and construction needs.
  • Assures proper maintenance and care of all equipment and hardware.
  • Makes recommendations on disposition of questionable material or construction to supervisor.
  • Contributes to keeping project costs within original estimates.

Supervises the Construction Inspector I & II positions for the Inspection Division.
  • Hires and trains staff members, as needed.
  • Provides supervision and oversight of applicable staff.
  • Coordinates schedules of applicable staff.
  • Administers City of Manhattan Policies and Procedures in a consistent manner.
  • Ensures employees supervised demonstrate productivity, competence, and high morale, as well as utilizes employees' skills and abilities.
  • Conducts performance planning and evaluations for employees in a timely manner, to include development of goals, objectives, and deadlines.
  • Resolves routine personnel issues or problems.
  • Leads and manages staff with clear and consistent communications.
  • Accomplishes operations by supervising, coaching, and counseling employees when needed.
  • Coordinates, schedules, and ensures training and certification of the Construction Inspector I & II to meet Federal, State, and local requirements for project inspection and safety.
  • Ensures completion of operations by developing schedules, assigning, and monitoring work, gathering resources, implementing productivity standards, resolving operations problems, maintaining reference manuals, and implementing new procedures.
  • Maintains safe and healthy work environment by establishing and enforcing organization standards and adhering to legal regulations.

Performs additional duties as required.
  • Attends meetings and training.
  • Acts as a main contact point for citizen inquiries; answers questions and fulfills requests.
  • Performs administrative functions, such as completing time sheets and documenting expenditures
  • Assures proper payment to contractors by assisting in the review of or preparation of periodic estimates.
  • Prepares report.
  • Maintains all records and documentation.
  • Ensures compliance with all applicable regulations, policies, and procedures in all duties.
  • Other duties as assigned.

Requirements
Required Education and Experience
  • High school diploma, GED, or equivalent.
  • Valid driver's license.
  • Five (5) years of related experience and one (1) year Supervisory experience or leadership training.
  • Fully functional with Microsoft Office Suite (Word and Excel) and online communication tools
  • The following certifications must be obtained within six (6) months of hire: American Concrete Institute certification or equivalent KDOT certified Concrete Field-Testing Technician; Certified KDOT or equivalent Nuclear Moisture Density Gauge Tester; Certified KDOT Aggregate Field Tester; Certified KDOT or equivalent Erosion Control Inspector; and Certified KDOT or equivalent Water Pollution Control Manager.

Preferred Education and Experience
  • Experience utilizing Microsoft Office products (Word and Excel).
  • Experience working in a construction environment (Utility or pavement).
  • Education related to the KDOT or similar Certified Inspector.

  • Retirement/Pension - City employees are required by statute to contribute to the Kansas Public Employees Retirement System (KPERS). Voluntary retirement contributions are offered with Nationwide, Mission Square, and Empower KPERS 457.

  • Paid Holidays - 10.5 paid holidays per year plus one additional floating holiday.

  • Paid Parental Leave - up to 6 weeks of paid leave.
  • Education Reimbursement, Professional Development. Certifications/Licensure - The City will reimburse up to $8,000 per calendar year for tuition and fees. Professional Development funds are based on department budget. Certification/licensure may be reimbursed by the City.
