Job Description

AECOM is seeking a Digital Delivery Lead - PMIS & Program Controls to step into a critical leadership role overseeing some of our most complex, high-profile programs. This position is designed for a seasoned program controls leader who can operate at a strategic level while ensuring disciplined execution across large, multi-project environments.

In this role, you will provide senior-level oversight and direction for program controls, partnering closely with executive leadership to align cost, schedule, risk, and performance with overarching program objectives. You will lead coordination across diverse project teams, navigate interdependencies, and ensure consistent, data-driven decision-making through clear, authoritative communication with stakeholders at all levels.

This is an opportunity to shape how major transportation, water, and aviation programs are governed-driving accountability, efficiency, and long-term value-while leading and developing high-performing program controls teams within a global organization.

This person will be responsible for but not limited to the following:

Strategic Leadership & Program Oversight

  • Provide senior-level oversight and direction for program controls across large, multi-project environments
  • Partner closely with executive leadership to align cost, schedule, risk, and performance with overarching program objectives
  • Lead coordination across diverse project teams, navigate interdependencies, and ensure consistent, data-driven decision-making
  • Communicate with authority and clarity to stakeholders at all levels
  • Integrate PMIS with enterprise systems such as Primavera P6, ERP (SAP, Oracle, or similar), GIS, BIM/CDE platforms, SharePoint, Microsoft Power Platform, and Power BI
  • Implement and manage BIM and 4D planning/modeling solutions, integrating project schedules with 3D models to support construction sequencing, schedule validation, progress visualization, constructability reviews, and project performance monitoring using platforms such as Autodesk Construction Cloud (Navisworks) or Bentley SYNCHRO 4D

PMIS Platform Leadership & Administration

  • Lead the planning, configuration, deployment, integration, and administration of enterprise PMIS platforms, including InEight, Procore, Kahua, Oracle Primavera Unifier, and e-Builder
  • Direct end-to-end PMIS implementations, including business process mapping, requirements gathering, system configuration, testing, data migration, user acceptance testing (UAT), training, go-live, and post-implementation support
  • Develop and implement PMIS governance frameworks, data standards, workflows, user permissions, quality assurance processes, and system administration protocols
  • Manage system architecture, data governance, workflow automation, APIs, and enterprise integrations

Program Controls & Process Governance

  • Establish and oversee program controls business processes across:
  • Cost Management
  • Scheduling
  • Document Control
  • Contract Management
  • Change Management
  • Risk Management
  • Estimating
  • Reporting and Executive Dashboards
Qualifications

Minimum Qualifications:

  • Bachelor's degree in Engineering, Construction Management, Information Technology, Information Systems, or related field + eight years of experience in construction projects of various complexity.
  • Experience with Project Management Information Systems (PMIS), digital delivery, program controls, or construction technology within large capital infrastructure programs.

Preferred Qualifications:

  • Masters degree in related field.
  • Experience delivering PMIS solutions for transportation, aviation, water, energy, or federal infrastructure programs valued at over $500 million.
  • Certifications in PMIS platforms (InEight, Procore, Kahua, e-Builder, Oracle Primavera Unifier) 
  • Experience with Agile implementation methodologies, digital transformation strategies, cloud-hosted PMIS environments, and enterprise reporting platforms.
  • Ensure disciplined execution and accountability across all program initiatives
  • Communicate clear, data-driven insights to support strategic decision-making
  • Shape governance frameworks that drive efficiency and long-term value across major transportation, water, and aviation programs
