Join Our Team as a Civil Engineer II at ARRO Consulting!

The Civil Engineer II is a mid-level professional responsible for supporting the planning, design, permitting, and execution of municipal infrastructure projects. This role applies engineering principles, technical expertise, and project coordination skills to deliver high-quality engineering solutions for roadway, stormwater, water, wastewater, utility, and site development projects that strengthen the communities we serve.

The Civil Engineer II works closely with project managers, senior engineers, clients, contractors, regulatory agencies, and multidisciplinary teams to support successful project delivery while ensuring compliance with applicable standards and regulations. This role also provides opportunities for professional growth, increased project responsibility, and mentorship of junior engineering staff.

Essential Job Responsibilities
  • Assist with the planning, design, permitting, and execution of municipal infrastructure projects from concept through construction and project closeout.
  • Prepare engineering calculations, reports, specifications, construction plans, and technical documentation.
  • Design and support roadway, stormwater, water distribution, wastewater collection, utility, grading, erosion and sediment control, and site development projects.
  • Perform engineering analyses, feasibility studies, and technical evaluations to support project development.
  • Prepare cost estimates, technical memorandums, and supporting project documentation.
  • Coordinate permitting activities and assist with obtaining approvals from local, state, and federal regulatory agencies.
  • Coordinate with project managers, clients, contractors, municipalities, utility providers, and internal project teams to support project delivery.
  • Conduct field investigations, site visits, inspections, and construction observation activities as required.
  • Review contractor submittals, shop drawings, Requests for Information (RFIs), and project documents for accuracy, completeness, and compliance with applicable standards and regulations.
  • Support proposal preparation, client communications, public meetings, and project presentations.
  • Manage assigned project tasks while maintaining schedules, budgets, and quality standards.
  • Provide guidance and technical support to Engineer I staff, interns, and other junior team members as needed.
  • Any other duties, as necessary, to drive the vision, fulfill the mission, and uphold the values of the organization.
Required Skills/Knowledge
  • Bachelor's degree in Civil Engineering or a related engineering field.
  • Minimum of 3–6 years of relevant experience in municipal or civil engineering.
  • Engineer-in-Training (EIT) certification required.
  • Strong knowledge of civil engineering principles, municipal infrastructure systems, and applicable engineering standards.
  • Experience with roadway, stormwater, water, wastewater, utility, and site development projects.
  • Working knowledge of permitting processes and regulatory requirements.
  • Proficiency in Microsoft Office Suite and engineering software such as AutoCAD Civil 3D; familiarity with GIS, hydraulic modeling, and project management software is preferred.
  • Strong organizational, communication, analytical, and problem-solving skills.
  • Ability to manage multiple assignments, prioritize competing deadlines, and collaborate effectively within multidisciplinary project teams.
  • Valid driver's license with an acceptable driving record.
Physical Requirements – Work Environment
  • Ability to sit for prolonged periods while working at a computer workstation.
  • Frequent use of hands and fingers for typing, data entry, and reviewing engineering documents.
  • Ability to occasionally travel to project sites, client meetings, and field locations.
  • Ability to lift and carry light materials or equipment (typically up to 20–25 pounds).
  • Required to have close visual acuity to perform activities such as reviewing technical documents, drawings, engineering calculations, and construction plans.
  • Work environment consists primarily of office-based work with occasional field visits to project sites, municipal facilities, and construction areas.
  • Field work may involve exposure to varying weather conditions, uneven terrain, construction activities, and operational facilities.
  • Noise level in the work environment is typically moderate.
  • May require occasional extended hours to meet project deadlines and client needs.
