Your impact

We are seeking a Junior Environmental Permitting Analyst to support the planning, permitting, and delivery of electric transmission projects. This role will help secure environmental approvals and maintain regulatory compliance across project phases, from early routing and feasibility through construction, restoration, and closeout.

The successful candidate will demonstrate sound judgment, strong organizational and communication skills, and the ability to work collaboratively across engineering, environmental, regulatory, real estate, legal, and stakeholderโ€‘engagement disciplines.

Core functions of the job may include
  • Coordinate and support environmental permitting for electric transmission projects.
  • Prepare, review, and manage permit applications, technical reports, agency correspondence, exhibits, and supporting documentation.
  • Coordinate environmental surveys, impact assessments, field investigations, and technical studies.
  • Support route and design evaluations by identifying potential environmental constraints and permitting risks.
  • Work with project managers, engineers, planners, survey teams, construction personnel, consultants, regulators, municipalities, and community stakeholders.
  • Maintain organized permitting records, approvals, commitments, agency decisions, and compliance documentation.
  • Help interpret environmental regulations and translate permit conditions into practical project requirements.
  • Support procurement and management of environmental consultants and specialty subcontractors.
  • Promote safe work practices and integrate health, safety, environmental, and quality requirements into project activities.

The role combines officeโ€‘based project coordination with periodic travel and field work. Field activities may involve walking over uneven terrain, exposure to variable weather and construction conditions, and compliance with siteโ€‘specific safety requirements.

Where assigned as a Junior Permitting Analyst, the employee works under the direction of a Permitting Lead.

Primary Responsibilities
  • Research environmental regulations, agency procedures, and permitting pathways to support project filings.
  • Compile, format, and perform quality reviews on application materials, maps, exhibits, and agency submittals.
  • Track permit schedules, information requests, compliance commitments, and project correspondence.
  • Coordinate meetings, field activities, consultant deliverables, and document circulation.
  • Develop working knowledge of transmission infrastructure, environmental resources, and applicable regulatory processes.
  • Proactively raise potential permitting concerns and assist with developing practical solutions.
Hereโ€™s what youโ€™ll need
  • Bachelorโ€™s degree in environmental science, environmental planning, natural resources, geology, biology, engineering, planning, public policy, or a related field
  • 2โ€“4 years of relevant environmental consulting, regulatory, planning, engineering, construction, or infrastructure experience.
  • Professional experience involving environmental permitting, regulatory compliance, environmental review, or infrastructure project delivery
  • Ability to interpret regulations, permit conditions, technical studies, and agency correspondence
  • Strong written and verbal communication skills
  • Ability to manage priorities, schedules, documentation, and stakeholder coordination
  • Proficiency with Microsoft Office applications and common projectโ€‘documentation tools
  • Ability and willingness to participate in occasional site visits, field activities, meetings, and public or agency events
  • A valid driverโ€™s license and the ability to travel up to 20% of time, as needed, are required.
Ideally, Youโ€™ll Also Have
  • Experience permitting electric transmission lines, substations, renewableโ€‘energy facilities, pipelines, transportation projects, or other linear infrastructure.
  • Experience with federal, state, county, and municipal permitting processes
  • Familiarity with environmental review, wetlands, waterways, protected species, vegetation, cultural resources, stormwater, landโ€‘use, and constructionโ€‘related permits
  • Experience coordinating environmental consultants and reviewing technical deliverables
  • Knowledge of NEPA, State Environmental Quality Review processes, Section 401 and 404 of the Clean Water Act, the Endangered Species Act, the National Historic Preservation Act, and comparable state or local requirements
  • Experience with permitting databases, GIS applications, environmental constraints mapping, and documentโ€‘management systems
  • Experience supporting construction compliance, permit modifications, agency inspections, or restoration monitoring
  • Relevant professional registrations or certifications, such as Professional Wetland Scientist, Certified Environmental Professional, AICP, OSHA training, or similar credentials, are desirable but not required.

The base salary range for this position is $61,700.00 to $96,350.00. Within the range, individual pay is determined by work location and additional factors, including jobโ€‘related skills, experience, and relevant education or training.
