In this role, you will identify, evaluate, and develop biogas and RNG project opportunities, with a primary focus on assessing utility interconnection options, gas upgrading opportunities, market pathways, and overall project feasibility. You will work closely with utilities, project owners, developers, regulators, and internal technical teams to advance projects through the early stages of development. The successful candidate will help grow Tetra Tech's renewable gas business by developing client relationships, identifying new opportunities, leading commercial discussions, and supporting strategic project development efforts. This role combines business development, project evaluation, client engagement, and market analysis, with occasional travel for client meetings, industry events, and site visits.
Your Role:
  • Lead the origination, development, and commercialization of biogas, RNG, and utility-scale renewable energy projects throughout California and the Western United States.
  • Identify, evaluate, and secure new project opportunities, including landfill gas, wastewater treatment, agricultural methane, organics diversion, and other renewable gas feedstock sources.
  • Develop and maintain strategic relationships with utilities, municipalities, developers, landfill operators, agricultural partners, regulators, and other key stakeholders.
  • Manage all phases of project development, including site evaluation, feasibility analysis, commercial structuring, permitting strategy, interconnection coordination, and project execution.
  • Lead negotiations for feedstock supply agreements, RNG offtake agreements, utility service agreements, land access agreements, and other project-related contracts.
  • Coordinate with engineering, environmental, regulatory, legal, finance, and construction teams to advance projects from concept through commercial operation.
  • Develop project financial models, business cases, and investment recommendations to support project approvals and capital allocation decisions.
  • Monitor and assess market trends, regulatory developments, low carbon fuel programs, renewable fuel incentives, and utility decarbonization initiatives that impact project viability.
  • Prepare and present development strategies, project status updates, commercial recommendations, and investment opportunities to executive leadership and external stakeholders.
  • Manage project schedules, development budgets, risks, and critical milestones to ensure successful project advancement.
  • Support proposal development, strategic partnerships, and customer-facing business development efforts to expand the company's renewable gas and utility services portfolio.
  • Mentor junior staff and collaborate with senior leadership to support organizational growth, business planning, and expansion of renewable energy development activities.

Required Qualifications:
  • Bachelor's degree in Engineering, Environmental Science, Business, Energy Management, Finance, Economics, or a related field.
  • 10+ years of experience in renewable energy, biogas, RNG, utility infrastructure, energy project development, environmental services, or a related industry.
  • Demonstrated experience developing, originating, managing, and executing complex infrastructure, energy, or renewable gas projects.
  • Experience negotiating commercial agreements, including offtake agreements, utility contracts, feedstock supply agreements, land access agreements, and strategic partnerships.
  • Strong understanding of RNG, biogas, utility interconnections, renewable energy markets, environmental regulations, and applicable incentive programs.
  • Proven ability to develop and maintain relationships with utilities, municipalities, regulators, developers, investors, and other key stakeholders.
  • Ability to read, analyze, and interpret technical, financial, regulatory, and legal documents.
  • Strong financial and business acumen, including project economics, budgeting, forecasting, and investment evaluation.
  • Excellent written and verbal communication skills, including the ability to prepare reports, proposals, presentations, and business correspondence.
  • Demonstrated leadership experience, including managing cross-functional teams, consultants, and project stakeholders.
  • Strong organizational, project management, and time management skills.
  • Self-motivated professional with the ability to work independently and collaboratively in a team environment.
  • Proficiency with Microsoft Office Suite, including Excel, PowerPoint, Word, and project tracking tools.
  • Valid driver's license and ability to travel as required.

Preferred Qualifications:
  • Master's degree in Business Administration (MBA), Engineering, Environmental Management, or a related field.
  • Experience with landfill gas, dairy digester, wastewater treatment, organics diversion, and other biogas production systems.
  • Experience working directly with investor-owned utilities, municipal utilities, gas utilities, or utility regulators.
  • Knowledge of California and Western U.S. renewable energy markets, including LCFS, RINs, Cap-and-Trade, and other renewable fuel or decarbonization programs.
  • Professional Engineer (PE) registration or other professional certification.
  • Supervisory and team-building experience.
  • Experience with project finance, investment analysis, mergers and acquisitions, or strategic transactions.
