Job description

Program Overview

CRS is seeking a Senior Microsoft Platforms Developer to support execution of a Blanket Purchase Agreement (BPA) delivering Enterprise Knowledge Management (EKM) services to a U.S. Combatant Command headquartered at MacDill Air Force Base in Tampa, Florida. The BPA supports the Command Headquarters, its Component Commands, and its Theater Special Operations Commands (TSOCs), spanning multiple CONUS and OCONUS locations across a broad Area of Responsibility (AOR) and operating across unclassified and classified networks.

This position leads knowledge management systems design, development, and operations - covering custom web application development, API and stateless services, UI/UX and front-end development, database engineering, data modeling, CI/CD and workflow orchestration, and quality assurance and security testing - with additional support to low-code application development.

Position Summary

The Senior Microsoft Platforms Developer shall provide full-stack software development supporting EKM efforts by continuously analyzing enterprise requirements and subsequently designing, coding, testing, debugging, and documenting custom web applications in accordance with industry best practice. The individual shall design and execute visually compelling and strategically aligned interfaces that enhance user engagement and support the Command's communication objectives.

The individual shall set the technical direction for the development team - architecture, coding standards, pipeline design, and test strategy - and shall balance custom high-code engineering against enterprise low-code capability to deliver fit-for-purpose solutions at the speed of mission.

Key Responsibilities
  • Analyze requirements and design, code, test, debug, and document full-stack web applications using C#, .Net, Angular, and React, aligned to the Command's current KM technology stack.
  • Engineer modular application architectures and integration adapters that expose stateless Representational State Transfer (REST) or GraphQL services, encapsulate domain logic, and enable reuse across Components and TSOCs.
  • Establish consistent standards for API versioning, authentication, error handling, and schema documentation to ensure repeatable integrations across the enterprise.
  • Implement DevSecOps Continuous Integration and Continuous Delivery pipelines with automated build, test, and deployment; gated pull requests; trunk-based development; environment promotion; and documented change control for repeatable and auditable releases.
  • Design and manage structured data architectures supporting enterprise applications, including schema design, indexing, stored procedures, data access layers, and Extract, Transform, Load (ETL) or Extract, Load, Transform (ELT) processes across SQL databases, data lakes, and Enterprise Data Warehouses.
  • Develop logical and physical data models and document authoritative data definitions, lineage, and structure through data dictionaries and metadata catalogs.
  • Lead comprehensive quality assurance covering unit, integration, end-to-end, accessibility, performance, and security testing, using repeatable scripts and documented test cases.
  • Perform security testing against recognized standards including OWASP controls and DISA Security Technical Implementation Guides where applicable, and conduct vulnerability assessments consistent with Command cybersecurity validation practices.
  • Ensure accessibility conformance for all web applications and content, with evidence of compliance under Department of War accessibility guidance and Trusted Tester practices.
  • Apply enterprise UI and UX standards and maintain a reusable design system with accessible components and visual tokens so updates propagate predictably across enterprise applications.
  • Design, develop, and deploy low-code/no-code solutions using Power Apps and Power Automate where fit-for-purpose, using reusable patterns to minimize custom builds and accelerate delivery.
  • Apply KM content governance in application features and documentation - taxonomy, metadata, naming conventions, version control, and content lifecycle standards - to support discovery and authoritative use.
  • Produce developer and operator documentation, runbooks, and API references recording configuration decisions, dependencies, integration points, and security considerations, and deliver all custom-developed code with unlimited Government data rights.
  • Instrument observability across pipelines and applications through telemetry, logs, and alerts; lead technical design reviews; and mentor developers assigned to the program.
Required Qualifications

The following qualifications are mandatory for this position:

  • Shall be a U.S. citizen and shall possess an active Top Secret (TS) clearance with eligibility to SCI based on a Single Scope Background Investigation (SSBI).
  • Bachelor's degree in Computer Science, Software Engineering, or a related discipline; additional directly relevant experience may substitute for the degree.
  • A minimum of eight (8) years of professional full-stack software development experience, including at least five (5) years with C# and .Net and substantial delivery experience with Angular and/or React.
  • Demonstrated experience designing and consuming REST and/or GraphQL APIs and building integration adapters between enterprise systems.
  • Hands-on experience building and maintaining CI/CD pipelines with automated testing and gated deployment in a controlled or accredited environment.
  • Experience with relational database design and development on MS SQL Server, including performance tuning and ETL/ELT processes.
Desired Qualifications

The following qualifications are strongly desired and will be viewed favorably:

  • Experience delivering software on Department of War networks (NIPRNet, SIPRNet, and SCI-level) under Risk Management Framework and Authority to Operate constraints.
  • Trusted Tester certification or demonstrated Section 508 accessibility testing experience.
  • DoD 8570/8140 IAT or IASAE certification (e.g., Security+ CE, CSSLP).
  • Experience with the Power Platform as a deliberate delivery option alongside custom code, including Power Apps component patterns.
  • Experience with containerization, infrastructure as code, and platform services in DoD cloud environments (e.g., Azure Government).
  • Microsoft certifications (e.g., AZ-204 Azure Developer, PL-400 Power Platform Developer).
  • Experience integrating with mission data platforms such as Palantir Foundry or MAVEN Smart Systems.
  • Agile or Scrum certification and demonstrated experience leading sprint-based delivery.
