Recently, Global Infrastructure Solutions Inc. (GISI), the parent company of The LiRo Group and Hill International, Inc. consolidated a portion of the highly experienced staff of both LiRo and Hill in the Northeast to create a larger, more efficient, and cost-effective team to serve clients.ย  LiRo-Hill is a 1100-person firm with offices in NYC, Long Island, Buffalo, Rochester, Boston and Metro Park, NJ.

The client for this project is for JOC Project Managers is NYS Office of General Services (OGS)


Responsibilities

The JOC program delivers construction work across New York State facilities through competitively awarded, unit-price-based contracts. Incumbents will be responsible for managing individual job order contract projects from work order development through construction completion, with a strong emphasis on developing scopes of work, contractor work order review, and cost estimating.
Primary Responsibilities
Scope Development, Work Order Review & Estimating
โ€ข Develop a scope of work for the contractor utilizing design drawings, specifications, and site observations.
โ€ข Review and evaluate contractor-submitted work orders for scope accuracy, unit price applicability, and overall cost reasonableness.
โ€ข Perform independent cost estimates and quantity take-offs to validate contractor pricing against the applicable unit price book (UPB).
โ€ข Identify pricing discrepancies, non-pre-priced items, or unsupported line items and negotiate resolutions with the contractor prior to work order authorization.
โ€ข Ensure that proposed work order scopes align with the underlying JOC contract terms, agency-approved project scope, and applicable code requirements.
โ€ข Maintain familiarity with RSMeans or equivalent estimating references as benchmarks for cost validation.
Project Management & Construction Oversight
โ€ข Manage multiple concurrent JOC project work orders across various agency facilities, maintaining current schedule, cost, and status records in the Divisionโ€™s project management system.
โ€ข Conduct site visits as needed to confirm changes in scope.
โ€ข Coordinate with state agency clients on project priorities, access requirements, phasing, and occupancy constraints.
โ€ข Assist engineer in charge with review and process of contractor pay applications, verifying percent-complete against field observations and approved work order scope.
โ€ข Identify and document scope changes, unforeseen conditions, and contractor performance issues; coordinate corrective actions with JOC contractor and unit management.
โ€ข Track work order schedules and flag delinquencies; escalate delays or cost overruns to the unit manager with documented rationale.
โ€ข Prepare project correspondence, work order authorizations, and internal status updates as required.
โ€ข Support close-out activities including final inspections, punch list resolution, and final payment processing.
Coordination & Communication
โ€ข Serve as the primary point of contact between the Division, JOC contractors, and agency facility staff on assigned work orders.
โ€ข Participate in pre-construction meetings, progress meetings, and site walk-throughs with contractors and agency clients.
โ€ข Collaborate with Division staff across business units to ensure consistent delivery standards and share lessons learned from JOC project execution.


Qualifications

Minimum Qualifications

Education & Experience

Candidates must possess one of the following:

  • Bachelorโ€™s degree in Civil/Site Engineering, MEP Engineering, Construction Management, Estimating, or a closely related field, plus a minimum of 3 years of relevant professional experience in construction project management or cost estimating; OR
  • Associateโ€™s degree or professional certification in a related discipline plus a minimum of 6 years of relevant professional experience in construction execution, estimating, or ownerโ€™s representation; OR
  • Project Management Professional (PMP) or Certified Professional Estimator (CPE) certification with a minimum of 4 years of relevant professional experience in a construction or capital project environment.

Knowledge, Skills & Abilities

  • Demonstrated ability to read, interpret, and evaluate construction documents, including drawings, specifications, and unit-price-based work orders.
  • Strong knowledge of construction estimating principles, quantity take-off methods, and cost validation techniques.
  • Familiarity with unit price book (UPB) construction contracts and the mechanics of job order contracting delivery methods.
  • Understanding of architectural, MEP, and/or civil/site construction systems sufficient to assess scope accuracy and identify pricing gaps.
  • Strong organizational skills with the ability to manage a high volume of concurrent work orders at varying stages of development and execution.
  • Effective written and verbal communication skills for contractor negotiations, agency coordination, and internal reporting.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, Teams).
  • Familiarity with Bluebeam Revu for document review and markup management.
  • Knowledge of construction scheduling and project management or scheduling software (e.g., Oracle Unifier, Primavera P6, or equivalent).

Preferred Qualifications

  • Direct experience working with Job Order Contracting (JOC) programs, including work order development, UPB pricing, and contractor negotiations.
  • Experience using RSMeans, Gordian, or equivalent cost estimating references for independent cost validation.
  • Prior experience as an ownerโ€™s representative or construction manager on public sector or institutional capital projects.
  • Familiarity with New York State procurement regulations, prevailing wage requirements, or public works construction contracting.

Compensation:ย  Minimum: $100,000yr.ย  Max: $130,000 yr.
