Salary: $170,000 - $185,000 yearly

Position Overview:

We are seeking a Senior IT Transition Manager to support a federal client through a complex technology roadmap and transformation effort. This role serves as a primary point of contact for administration, quality assurance, and leadership in the design, communication, and execution of multi-system, cross-organizational transition activities. The Senior IT Transition Manager works closely with government personnel, JMA leadership, and delivery teams to set priorities, identify risks, opportunities, or concerns, communicate guidance, and coordinate resolution of issues that impact transition success.

Responsibilities:

  • Define program roadmaps, plan large-scale projects, and support alignment with client objectives.
  • Serve as the principal systems analyst for the governments IT roadmap.
  • Provide management, direction, administration, quality assurance, and leadership in support of IT transition planning and execution.
  • Support the design, communication, and execution of multi-system, cross-organizational transformation efforts.
  • Meet frequently with key government personnel, including on short notice when needed, to discuss priorities, risks, concerns, decisions, and next steps.
  • Communicate government guidance, priorities, and direction to assigned teammates and supporting personnel.
  • Manage and monitor cost, schedule, technical performance, risks, dependencies, and delivery progress for assigned transition or program activities.
  • Work with government stakeholders to set priorities, identify risks, opportunities, or concerns, and coordinate resolution of identified issues.
  • Collaborate with executive leadership and program leadership to support program success and the use of effective program management practices.
  • Lead or support major initiatives, process improvements, and best practices that strengthen program execution and transition outcomes.
  • Identify risks, issues, and opportunities related to IT transition activities and develop mitigation or resolution plans.
  • Coordinate across technical teams, project managers, support staff, subcontractors, and other stakeholders to support aligned execution and timely delivery.
  • Provide team leadership for assigned transition activities, including direct supervision of a small number of employees and indirect leadership across project, technical, and support teams.
  • Provide direction, feedback, coaching, and development support to assigned employees.
  • Support team coordination, workload planning, onboarding, and resource needs for transition-related work.
  • Review and approve timesheets and time-off requests for assigned direct reports, as applicable.
  • Participate in the hiring process, including supporting job description development, hiring strategies, candidate evaluation, and hiring, as needed.
  • Contribute to company publications, such as white papers or blogs, related to the program, customer environment, or IT transition area.
  • Support the Business Development Team as appropriate with sales strategies and participation in sales events.
  • Carry out other related duties as assigned to support evolving customer, program, platform, and company needs.


Clearance Level:

  • Current or ability to obtain a Department of Defense (DoD) Secret Clearance is required.Note: To obtain a security clearance, you must be a U.S. citizen and meet the 13 adjudicative guidelines.


Required Qualifications:

  • 12 or more years of experience managing federal IT programs.
  • 12 or more years of experience integrating large-scale DoD IT software systems.
  • Experience planning, budgeting, communicating, and supporting strategy discussions with senior or flag-level military officials.
  • Experience interpreting DoD policy and synthesizing or prioritizing system requirements based on policy changes.
  • Experience supporting large-scale IT software systems, system integrations, technology roadmaps, or enterprise transition efforts.
  • Experience supporting cost, schedule, technical performance, risk management, issue resolution, and delivery coordination.
  • Experience identifying and managing risks, issues, opportunities, dependencies, and mitigation plans in a federal IT environment.
  • Experience providing direct supervision or indirect leadership in support of IT transition, project, program, or delivery activities.
  • Strong verbal, written, and presentation skills.
  • Strong organization, problem-solving, communication, and stakeholder coordination skills.
  • Ability to manage competing priorities, respond to urgent customer needs, and support resolution of complex transition or delivery issues.
  • Bachelors degree in computer science, Business Administration, or relevant experience.

Preferred Qualifications:

  • 12 or more years of Navy IT experience.
  • Familiarity with Navy ERP, ERP+, or related Navy enterprise system environments.
  • Experience supporting NAVSUP or other Navy customer environments.
  • Experience supporting comprehensive communication strategy, stakeholder engagement, or politically sensitive customer environments.
  • Experience with large-scale systems analysis and execution.
  • Experience managing risks, issues, and opportunities in a federal IT environment.
  • Experience developing executive briefings, transition updates, white papers, blogs, proposal content, or customer-facing materials.

  • Work Arrangement:
    • Hybrid - On-site at our client site in Mechanicsburg, Pennsylvania. The number of days on-site will be determined by client needs after hire.

  • Location Preference: Must reside within a 50-mile radius of Mechanicsburg, Pennsylvania, due to the on-site/hybrid nature of the position.
  • Work Hours: A typical workday consists of eighthours, totaling a forty-hour workweek. We understand that there may be times when employees will need to adjust their work hours due to client needs or personal reasons. To help balance these demands, we offer some flexibility in work schedules.
