Description
SAIC is seeking a Technical Project Manager to support a C5ISR project in Panama City, FL.
The qualified candidate will support a Navy program, providing project management, technical oversight, and support to Program Management.
Job Responsibilities:
  • Serve as the primary point of contact for day-to-day contract execution, reporting to the Program Manager.
  • Manage overall contract performance, including financials, budgeting, and cost tracking.
  • Lead recruiting efforts to identify, onboard, and retain qualified technical personnel.
  • Communicate effectively with team members, customers, and end users via phone, email, chat, etc.
  • Oversee and coordinate contractor travel, build travel estimates, and provide guidance on government travel processes using applications such as SPOT, Concur, and APACS.
  • Prepare daily, weekly, and monthly performance reports utilizing MS Office, SolarWinds, and other tools.
  • Provide technical oversight of systems and network administration, Fleet Engineering support, cybersecurity operations, and site maintenance activities.
  • Support cybersecurity posture management, including patching, DISA STIGs updates, and network component preventative maintenance.
  • Coordinate and track trouble ticket management, ensuring escalation rates remain below contract requirements.
  • Oversee help desk support operations, ensuring 24/7 coverage for all fielded C2 systems.
  • Coordinate planning, implementation, and execution of installations, system back-fits, and site upgrades in sea, shore, and expeditionary locations.
  • Support training and documentation efforts, including coordination of mobile training support across various CONUS and OCONUS locations.
  • Manage subcontractor and vendor relationships in support of contract deliverables.
  • Coordinate with government COR and stakeholders on contract status, risks, and issues.
  • Support mission essential operations planning, including contingency relocation and 24/7 operational support requirements.
  • Potential travel to alternate performance locations including OCONUS sites such as Bahrain, Greece, Guam, Italy, Spain, and Japan.

Qualifications
Required Education and Experience:
  • Bachelor's degree and 6 years of relevant experience (4 additional years of experience accepted in lieu of degree).
  • Demonstrated experience managing DoD IT/C5ISR contracts.
Required Skills:
  • Strong understanding of DoD IT systems, networks, and cybersecurity frameworks including RMF, DISA STIGs, and NIST 800-37.
  • Experience managing contract financials, budgets, and cost reporting.
  • Experience with recruiting and personnel management in a government contracting environment.
  • Strong knowledge of Microsoft Office suite with demonstrated experience in reporting and analysis.
  • Familiarity with enterprise IT hardware and software platforms including servers, storage area networks, and network infrastructure.
  • Strong written and verbal communication skills with ability to interface with government customers at all levels.
Desired Skills:
  • Experience with HBSS, ACAS, Splunk, SolarWinds, Remedy, or similar enterprise IT tools.
  • Experience with APACS and/or SPOT.
  • PMP certification or equivalent project management credential.
  • Familiarity with Navy/DoD C2 systems.
  • Experience supporting OCONUS operations.
Required Clearance:
  • Active Secret security clearance required with ability to obtain and maintain TS/SCI clearance.
Required Travel:
  • Potential travel up to 25% to support alternate performance locations CONUS and OCONUS.
