Description & Requirements
Maximus is seeking an experienced JIRA Developer / Administrator to support the Defense Information Systems Agency (DISA) Compartmented Enterprise Services Office (CESO) program in Rosslyn, VA. The successful candidate will serve as the Atlassian subject matter expert responsible for administering, configuring, optimizing, and maintaining enterprise JIRA and Confluence environments supporting mission-critical government operations. This role requires strong expertise in workflow automation, Agile process enablement, system governance, reporting, and platform administration within a secure enterprise environment. The ideal candidate will possess strong technical, analytical, and communication skills and have experience supporting large-scale federal programs.
This role is on-site, five days a week and requires an active TS/SCI security clearance.

Job-Specific Essential Duties and Responsibilities:
- Administer and maintain JIRA, Confluence, and associated plugins, including ScriptRunner and JIRA Automation.
- Analyze existing JIRA and Confluence implementations and recommend workflow, automation, and process improvements.
- Design and maintain custom workflows, dashboards, filters, reports, and JQL queries to support program management and operational reporting.
- Manage user accounts, permissions, security roles, and access controls across enterprise Atlassian environments.
- Perform system administration activities, including backups, re-indexing, patching, upgrades, plugin management, and platform maintenance.
- Support and lead Atlassian migrations, consolidations, integrations, and environment modernization efforts.
- Develop and maintain technical documentation, standard operating procedures, workflow diagrams, user guides, and concepts of operation (CONOPS).
- Conduct security reviews, audits, and governance activities to ensure platform integrity and compliance.
- Collaborate with Agile teams, Product Owners, engineers, and government stakeholders to align Atlassian solutions with mission objectives.
- Provide training, consultation, and knowledge sharing to users, administrators, and leadership teams.
- Leverage JIRA data and metrics to support performance management, operational analytics, and incident.
Job-Specific Minimum Requirements:
- Active Top Secret clearance with SCI eligibility.
- DoD 8570 IAT Level II certification (Security+ CE or equivalent).
- 3+ years of experience administering JIRA and Confluence in enterprise environments.
- Experience designing and managing workflows, automation rules, permissions, and plugin administration.
- Experience creating dashboards, filters, reports, and advanced JQL queries.
- Experience performing Atlassian upgrades, migrations, environment consolidations, and system administration activities tracking.
- Experience integrating Atlassian tools within AWS-hosted environments.
- Strong problem-solving, analytical, and stakeholder management skills.
- Ability to communicate technical concepts effectively to both technical and non-technical audiences.
- Experience supporting Agile and/or SAFe development environments.
- Bachelor's degree in information technology, Computer Science, Engineering, Information Systems, or related discipline; additional relevant experience may be substituted for a degree.
- 8+ years of relevant professional experience, including Atlassian administration and development experience across enterprise environments.
- Experience supporting federal government, Department of Defense, or other highly regulated organizations.
- Demonstrated experience supporting complex, multi-team Agile delivery organizations.
Preferred Skills & Qualifications:
- Atlassian Certified Administrator, Atlassian Certified Professional, or similar certification.
- Advanced expertise with JQL development and reporting solutions.
- Experience supporting enterprise Atlassian environments hosted in AWS or AWS GovCloud.
- Experience advising government customers on Atlassian governance, workflow design, and best practices.
- Familiarity with Active Directory administration and identity/access management concepts.
- Experience creating architecture diagrams, training materials, and enterprise user documentation.
- Knowledge of Agile, DevSecOps, software delivery lifecycle, and cloud modernization initiatives.
- Ability to independently lead platform improvement efforts while collaborating effectively across technical and business teams.
- Strong organizational skills with demonstrated success managing multiple priorities in mission-focused environments.
