Location:Lexington Park, MD (100% onsite)
Position:Project Officer
Overview:ITC Defense is seeking a Project Officer to support multiple Naval Air Systems Command (NAVAIR) Program Offices under the Foreign Military Sales - Logistics Support Services (FMS LSS) contract. This role serves as a key liaison between ITC Defense, project personnel, and government stakeholders, ensuring effective execution of task orders across international aviation and weapons systems programs. The Project Officer is responsible for coordinating project activities, managing personnel, monitoring performance, and ensuring compliance with contract requirements, while driving operational efficiency and customer satisfaction.
Responsibilities:
Support may include, but is not limited to, the following:
  • Coordinate day-to-day project activities to ensure work is executed on schedule and aligned with customer expectations
  • Serve as the primary point of contact between ITC Defense, project personnel, and customer stakeholders
  • Support recruitment, onboarding, and integration of project team members
  • Monitor project performance, risks, and resource needs; escalate issues and recommend solutions as needed
  • Prepare and review project documentation and reports for accuracy, clarity, and compliance
  • Track project funding and labor hours; perform monthly forecasting and variance analysis
  • Coordinate training and ensure staff understand required workflows, policies, and compliance procedures
  • Foster collaboration across internal teams and external partners to resolve issues effectively
  • Ensure adherence to administrative requirements, including timekeeping and leave policies
  • Assist with planning travel and project-related events, ensuring proper approvals and budget alignment
  • Participate in meetings, reviews, and briefings to communicate project status and needs
  • Review deliverables to ensure quality, completeness, and alignment with customer expectations
  • Maintain awareness of contract requirements, scope, and performance objectives
  • Promote a professional and collaborative work environment
  • Identify opportunities to improve processes, team performance, and customer satisfaction
  • Supervise at least 15 employees
  • Support special projects and perform other duties as assigned
Minimum Qualifications:
  • Active Department of Defense Secret or Interim Secret Security Clearance
  • 10+ years of experience and a Master's Degree or 14+ years of experience and a Bachelor's Degree.
  • Demonstrated experience leading and supervising teams (15+ personnel preferred)
  • Demonstrated experience managing project execution, including scheduling, risk tracking, and coordination across multiple stakeholders
  • Experience interfacing directly with government customers and supporting program reviews, meetings, or briefings
  • Demonstrated ability to maintain professional working relationships with individuals and groups at various levels of authority and responsibility within and outside the organization.
  • Demonstrated ability to prioritize projects and escalate issues to the appropriate parties as necessary.
  • Demonstrated ability to manage multiple tasks independently in a fast-paced, high stress environment.
  • Demonstrated ability to identify project risks and resolve issues, while being flexible and adaptable to change.
  • Excellent written and verbal communication skills with a demonstrated ability to present material to senior leadership.
  • Demonstrated proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, SharePoint).
  • Pride of ownership for tasks with a focus on quality.
Preferred Qualifications:
  • Experience supporting NAVAIR Program Offices
  • Background in financial management and/or program management
  • Familiarity with FAR/DFAR regulations
  • Experience supporting multi-award IDIQ or task order-based contract environments
  • Experience with process improvement initiatives, continuous improvement, or performance optimization efforts
  • Familiarity with government financial systems, reporting tools, or earned value management (EVM) principles

For individuals assigned and/or hired to work in Maryland, ITC Defense is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to the State of Maryland and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and delivery model. We would not anticipate that the individual hired into this role would land at or near the top end of the range, but such a decision will be dependent on the facts and circumstances of each case. A reasonable estimate of the range is $120,000 - $150,000/annually. You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
