Nightwing is supporting a U.S. Government customer to provide support for onsite incident response to civilian Government agencies and critical asset owners who experience cyber-attacks, providing immediate investigation and resolution. Contract personnel perform investigations to characterize the severity of breaches, develop mitigation plans, and assist with the restoration of services. Nightwing is seeking an IT Requirements Manager to support this critical customer mission.

The Requirements Manager will facilitate use case identification, requirements gathering, and stakeholder coordination for technology integration initiatives. This role ensures technology insertions align with mission goals, operational priorities, and measurable outcomes while managing stakeholder expectations and communication.

Responsibilities:

- Lead use case identification and prioritization activities with mission stakeholders

- Gather and document requirements for technology integration pilots

- Facilitate stakeholder workshops and coordination meetings

- Translate mission pain points into technology capability requirements

- Develop business cases and value propositions for technology insertions

- Define measurable objectives and success criteria for pilot initiatives

- Coordinate between technical teams and operational stakeholders

- Document operational workflows and identify friction points for automation

- Support governance review processes with business impact analysis

- Develop metrics frameworks for measuring pilot and production outcomes

- Create stakeholder communications and status reports

- Manage requirements traceability throughout integration lifecycle

- Support leadership alignment activities with briefings and documentation

- Facilitate lessons learned and continuous improvement processes

- Ensure pilot scope discipline and clear exit/transition decisions

Required Skills:

- U.S. Citizenship

- Active Secret clearance; TS/SCI preferred

- Ability to obtain Department of Homeland Security (DHS) Entry on Duty (EOD) Suitability

- 5+ years of experience as a business analyst or requirements analyst

- Strong requirements gathering and documentation skills

- Experience with use case development and user story creation

- Knowledge of business process analysis and improvement methodologies

The salary associated with this position ($77,000-$163,000) is commensurate with the selected candidate's qualifications, years of relevant experience, and demonstrated level of expertise. Compensation will be determined based on these factors to ensure alignment with skills, responsibilities, and market standards.
