This is a multi-level posting. Candidates may be considered for any of the posted levels 16/17, depending on their level of experience and depth of expertise.
Manages and coordinates multiple large and or complex information systems projects through all phases of the project management life cycle. Provides leadership to IT project managers and staff in the development and implementation of information technology projects and initiatives by providing direction to a team, advice and counsel to management and client organizations. Communicates expectations for technology delivery, project delivery and IT business delivery. Operates with significant independence and minimal supervision as the principal project representative. Responsible for all project development including design, analysis, feasibility studies, budget and schedule. Establish milestones, negotiate timelines and schedule, provides oversight of various systems projects that are complex in nature, involves multiple technology and or business groups and requires a sustained, dedicated effort over a period of months. " Review and provide advice on industry direction, best practices and operational practices to ensure excellent delivery of IT systems to the enterprise. Conduct special studies and analysis, develop alternatives and input for leadership decisions. This position plays a key role in facilitating various technical and business initiatives and ensures stakeholders understand and balance outcomes. "
Responsibilities
Lead large, complex, information technology initiatives. Provide effective management and oversight of large, complex technology projects, ensures project delivery and IT business solution delivery on time, within budget and to scope. Requires organization, critical thinking and problem solving abilities. (50%)
Manage and prepare project scoping, estimating, scheduling, resource allocation, budgeting, monitoring, and balancing client expectations. Manage all project risks, adherence to standards, establishment and enactment of governance and communicating specific and broad implications to teams, stakeholders and steering bodies. - Manage project work plans, work with management to staff teams and schedules; evaluations and definitions of appropriate ownership responsibilities and controls. Lead the evaluation of user requests for new or modified computer programs to determine feasibility, cost and time required, compatibility with current systems and computer capabilities. Consult with user to identify current operating procedures and clarify program objectives. Manage projects and lead teams in the design, coding, testing, documenting, implementation and maintenance of more complex application programs. Lead or perform advanced system analysis and design functions. Lead or perform research and fact-finding to develop or modify application programs. Provide customer support for package software and associated interfaces. (25%)
Provide a balanced outcome for the IT organization, by facilitating and communicating an understanding about strategy, process, present and future technical direction, solution effectiveness, budget, governance, delivery constraints, client business requirements and IT operational effectiveness. (5%)
Proactively understand and communicate stakeholders priorities, requirements, and operational impacts and manage expectations. Collaborate with and influence other IT groups and all areas affected by projects and initiatives including end users, clients, vendors, contractors, staff and management toward completion of technology delivery, project delivery and IT business delivery that meet success criteria. (5%)
Provide strategic advice and consultation with IT and business partners around governance, technology and project leadership and implementation of IT business processes. Responsible for supporting software solution inceptions, technical evaluations and reviews as related to technology delivery, project delivery and IT business delivery. Research, analyze, design and manage others in the design of complex processes, systems, strategies and solutions within various business and technical environments. (5%)
Provides technical leadership to staff. (5%)
Performs any additional responsibilities as requested or assigned. (5%)
Qualifications
Bachelor's degree in information systems, computer science or related technical field or equivalent work experience. (Typically, four years of related, progressive work experience would be needed for candidates applying for this position who do not possess a bachelor's degree.)
Master's degree preferred.
Five or more years' experience in information technology or business-related activity, including two years in a technical/leadership role for the IT Project Manager level.
Eight or more years' experience in information technology or business-related activity, including two years in a senior technical/leadership role for the Sr IT Project Manager level.
Project management experience: ability to understand technical and functional requirements as they relate to project objectives and project planning activities.
Knowledge of information technology terms, equipment, systems, functions and major vendors. Understanding of company's existing IT environment and of applicable company policies, practices, and procedures. PMP or other professional project management certification.
Technology certifications. Working knowledge of company financial system. General understanding of IT operating and capital investment budgets.
Effective oral and written communication skills, including presentation skills.
Effective interpersonal skills and customer relationship skills. Effective analytical, problem-solving and decision-making skills.
Ability to prioritize and handle multiple tasks and projects concurrently.
