Job description

GovCIO is currently hiring for an IT Project Manager to support modernization efforts. This position will be located in Hampton, Va at Joint Base Langley-Eustis and will be a fully onsite position.
Responsibilities
We are seeking an experienced IT Project Manager with a strong background in enterprise implementation planning, technical integration, and coordination across a DoD-classified enterprise network. The ideal candidate will have proven experience delivering complex projects in secure environments, collaborating with cross-functional engineering teams, and driving structured implementation activities from planning through sustainment.
Key Responsibilities
  • Manages the direction of a project through the design, implementation, and testing in accordance with project objectives.
  • Defines requirements and plans project lifecycle deployment.
  • Manages the integration of vendor tasks and tracks and reviews vendor deliverables.
  • Ensures adherence to quality standards and reviews project deliverables.
  • Maintain structured project documentation, including charters, plans, briefings, risk registers, change requests, and executive status reports
  • Monitor progress against baselines and proactively identify risks, issues, and dependency conflicts across multiple enterprise workstreams
  • Ensure all project actions comply with DoD cybersecurity, accreditation, and configuration management requirements
  • Serve as a liaison between technical teams and leadership, translating complex technical considerations into clear operational impacts
  • Conducts project meetings and is responsible for project tracking, analysis and reporting. producing top quality products for the customer is vital.
  • Strong problem solving and good communication skills
  • Ability to research and choose the best, technically feasible solution that meets customer requirements
  • Experience with agile or other project management methodologies
  • A collaborative mindset and ability to build strong working relationships

Qualifications
High School with 6 - 9 years (or commensurate experience)
Required Skills and Experience
Clearance: TS/SCI
  • Managing multiple, complex, technical projects
  • Planning and estimating work requirements
  • Familiarity with DoD lifecycle processes, requirements management frameworks, and enterprise architecture principles.
  • Strong communication skills and the ability to work effectively across technical and non-technical teams
  • Demonstrate experience creating or managing enterprise implementation plans for large technical deployments
  • Strong understanding of enterprise networks, service integration, incident/service management, and secure IT operations
  • Proficiency with project management tools (e.g., MS Project, Jira, Azure DevOps, Confluence)
  • DOD 8140 IAT II (Security+ CE,CCNA-Security, CySA+,CND)

Preferred Skills and Experience
  • Technical background in networking and systems
  • PMP or Agile certification
  • PMI-ACP
  • Experience with large-scale modernization efforts or cloud transition planning.
  • Knowledge of cybersecurity requirements, RMF processes, and DoD architecture frameworks
  • Experience working directly with PMOs or leading cross-functional technical teams
  • Background supporting highly regulated or classified environments such as AFSCI
  • Experience with enterprise technical integration, transition planning, or large-scale modernization programs
  • Experience with DOD Networks (NIPR, SIPR, JWICS)
