Main Purpose of Job
This role oversees IT HBX program focused on innovation and emerging technologies. Key responsibilities include planning and directing HBX initiatives, developing and managing short and long-term program plans, and collaborating with ITL, senior management to implement policies, analyze effectiveness, and approve system changes. The position involves managing state and contractual IT resources to ensure timely and efficient delivery of software products and services, fostering collaboration among teams and stakeholders, and ensuring adherence to MHBE and state policies. Additional duties include supporting the Enterprise Application Services Director on projects and staffing, overseeing the analysis and maintenance of HBX computer applications, consulting with senior management to resolve system inefficiencies, and performing IT strategic planning to align systems with MHBE's vision, mission, and objectives.\r\n
POSITION DUTIES
25%- Oversee & participate hands-on the planning. development and implementation new and existing HBX projects directly or through oversight of contracted resources. Participates in the development. implementation, and management of short and long-range plans for program operations. Works with ITL, senior management and executives to oversee the implementation of policies and procedures, analyzes effectiveness, and approves systematic changes including leading implementation of emerging technologies such as AI.\r\n\r\n\r\n35%- Manage HBX IT teams to ensure timely/efficient delivery of software products, systematic changes and speed of operations, and to ensure collaborative efforts among the teams and their stakeholders. Support Enterprise Application Services Director on projects, staffing and filling in during the Director's absence. \r\n\r\n\r\n20%- Oversee the analysis. planning, design. programming. and maintenance of HBX computer applications. Consult with ITL, senior management to determine business or existing system inefficiencies or problems, objectives and operational needs, level of utilization of existing systems, and equipment capability to identify infom1ation technology alternatives and provide solutions for improving operations.\r\n\r\n10%- Oversee studies of systems procedures, information flows and methods of work organization and control to develop logical models of systems. Manage vendor relations ensuring adherence to MHBE and state policies and timely delivery of quality services completed as described in the contract.\r\n\r\n\r\n10%- Plan, direct and evaluate the work of contracted IT HBX technical staff.\r\nPerform information technology strategic planning by working with ITL, senior management to develop system applications that align systems with the MHBE vision. mission and objectives. Perform related duties as assigned. \r\n
MINIMUM QUALIFICATIONS
Experience: Seven years of experience, three years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools and an additional four years of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools.\r\n\r\nNotes:\r\n\r\n1. Candidates may substitute six credit hours of coursework in application analysis and programming using generally accepted computer programming languages or other developmental tools for six months of the required experience.\r\n\r\n2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience. \r\n\r\n3. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and fifteen credit hours from an accredited college or university in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the additional four years of the required experience.\r\n\r\n4. Candidates may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education.\r\n\r\n5. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field and three years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools for the required experience.\r\n\r\n6. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Computer Systems Programming classifications or Computer Systems Programming specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.\r\n

Preferred Qualifications\r\n\r\n\r\nEducation & Certifications\r\n- Master's degree in Computer Science, Information Systems, or a related field\r\n- PMP, Scrum Master (CSM/PSM), or SAFe Agile certification\r\n- Cloud certifications (AWS Solutions Architect, Azure Administrator, or GCP)\r\n- ITIL Foundation certification\r\n\r\n\r\nMD Health Exchange & Government Domain\r\n- Prior experience with state or federal health benefits exchanges (e.g., MHBE, Covered California, MNsure, Access Health CT)\r\n- Familiarity with CMS technical guidelines and the Federal Data Services Hub (FDSH)\r\n- Experience with Medicaid Enterprise Systems (MES) or MMIS integration\r\n- Knowledge of 834/820 EDI transactions used in enrollment and eligibility\r\n- Knowledge of various AI tools\r\n\r\n\r\nTechnical Leadership\r\n- Experience managing hybrid teams (in-house, State, offshore, and vendor developers)\r\n- Track record of modernizing legacy systems or migrating to cloud-native architecture\r\n- Familiarity with DevSecOps practices and CI/CD pipeline oversight\r\n- Experience with low-code/no-code platforms\r\n\r\n\r\nSecurity & Data Privacy\r\n- Experience implementing FISMA, NIST 800-53, or MARS-E security controls\r\n- Background managing PII/PHI data & AI governance programs\r\n\r\n\r\nSoft Skills & Strategic Leadership\r\n- Demonstrated experience presenting to executive leadership or governing boards\r\n- Experience managing budgets and vendor contracts (RFP process)\r\n- Change management experience during large system rollouts and open enrollment periods\r\n\r\n\r\n\r\nPreference will be given to applicants who possess these preferred qualification(s).
