We are hiring an IT Manager for a hybrid role out of Hanford, CA!
One of the Central Valley's local government clients is seeking an experienced Information Technology Manager to lead the IT division and oversee technology strategy, infrastructure, cybersecurity, enterprise applications, public safety systems, and user support. This role partners closely with leadership and departments to modernize systems, improve service delivery, strengthen security, and ensure reliable technology operations across the organization.
Key Responsibilities
Lead and manage the Information Technology division, including staff supervision, mentoring, performance management, and workforce planning.
Develop and execute strategic technology plans, policies, standards, governance practices, and long-term technology roadmaps.
Oversee IT infrastructure, networks, servers, telecommunications, cloud and on-premise systems, enterprise applications, cybersecurity tools, and end-user support.
Lead cybersecurity efforts including risk assessments, vulnerability management, incident response, security awareness, disaster recovery, and business continuity.
Support critical public safety and emergency management technology, including law enforcement systems, emergency communications, EOC technologies, video surveillance, access control, and continuity of operations.
Manage technology budgets, capital replacement plans, procurement, software licensing, contracts, RFPs/RFQs, and vendor relationships.
Lead enterprise technology projects such as software implementations, infrastructure upgrades, cloud migrations, digital transformation, and process improvement initiatives.
Serve as a trusted advisor to executive leadership on technology investments, cybersecurity risks, operational improvements, emerging technologies, AI, automation, and data-driven solutions.
Additional Skills & Qualifications
Required Qualifications
Seven years of increasingly responsible experience in information technology, information systems, cybersecurity, telecommunications, or a closely related field.
At least three years of supervisory or management experience.
Bachelor's degree in computer science, information systems, information technology, cybersecurity, business administration, public administration, or a related field; equivalent experience and education may qualify.
Strong knowledge of Microsoft server and desktop environments, TCP/IP networking, cybersecurity practices, enterprise infrastructure, cloud technologies, virtualization, storage, and technology project management.
Ability to communicate complex technical information clearly to executive leadership, elected officials, departments, vendors, and non-technical stakeholders.
Valid California Class C Driver's License may be required for certain assignments.
The ideal candidate is a hands-on yet strategic IT leader with experience supporting complex, multi-department environments. Public sector, municipal, public safety, emergency operations, or highly regulated environment experience is strongly aligned. This person should be comfortable leading teams, advising executives, managing vendors and budgets, and driving modernization while maintaining secure, reliable daily operations.

Pay and Benefits
The pay range for this position is $55.00 - $65.00/hr.
