Fathom Management is seeking a Senior IT Governance & Portfolio Management Specialist to support a Federal Government client in Arlington, VA.

This senior-level position supports IT governance, portfolio management, CPIC/IT investment management, strategic planning, program oversight, risk management, and executive reporting. The ideal candidate understands how technology investments align with organizational strategy, budgets, performance, and mission objectives.

ย What You'll Do
  • Support IT governance and portfolio management for enterprise technology initiatives.
  • Evaluate IT investments, portfolio performance, priorities, risks, costs, and strategic alignment.
  • Support CPIC / IT Investment Management activities and Federal/OMB reporting requirements.
  • Develop business cases, cost-benefit analyses, investment documentation, dashboards, and executive briefings.
  • Support program and project governance, health assessments, performance reporting, and corrective actions.
  • Analyze cost, schedule, risk, and performance, including EVM activities.
  • Support enterprise architecture, IT modernization, strategic planning, and process improvement initiatives.
  • Facilitate stakeholder meetings and communicate complex technical and organizational information to senior leadership.
  • Support Federal governance, compliance, audit, and ServiceNow-related activities.
ย Required Qualifications
  • Active Secret Security Clearance
  • U.S. Citizenship
  • Bachelor's degree or equivalent professional experience.
  • 15+ years of Federal consulting or Federal IT experience.
  • Senior-level experience in several of the following:
    • IT Governance / Portfolio Management
    • CPIC / IT Investment Management
    • Federal IT Program/Project Management
    • Strategic IT Planning / Enterprise Architecture
    • Risk Management / EVM
    • Business Process Analysis / Organizational Improvement
  • Experience supporting Federal IT investment, governance, budget, reporting, or oversight activities.
  • Experience developing business cases, investment analyses, executive reports, or briefing materials.
  • Strong written, verbal, analytical, and presentation skills.
