Job description

Principal Payment Tech Development Manager
The Principal Payment Tech Development Manager will lead the end-to-end design, development, testing, certification, and delivery of contact/contactless chip technologies, mobile payments, and other emerging payment devices. A critical focus of this role includes leading the development of card- and wallet-related functional and security requirements, consult on test plans, and test tools necessary for executing D-PAS card personalization and Mobile D-PAS Wallet validations-both of which are vital prerequisites for successful D-PAS product acceptance. The Manager will act as a key technical contributor to product specifications (functional and security features), manage strategic vendor relationships, and proactively mitigate risks or customer-impacting issues.
Core Responsibilities:
  • Technology Design & Product Development
    • Lead Innovation: Manage, design, and develop new payment technologies for both card acceptance devices and payment devices (including contact/contactless chips, mobile, and cloud-based payments)
    • Define Specifications: Contribute to the development of product technology specifications, focusing heavily on functional and security features.
  • Testing, Certification & Compliance
    • Framework Development: Create and maintain comprehensive testing requirements, test plans, and procedures for new payment technology products.
    • Validation Ownership: Lead the debugging of the technology products using L2 tools required for the effective execution of type approval of the product
    • Compliance Program Design: Advise on establishing certification requirements and compliance programs to ensure seamless, standardized product rollouts.
  • Vendor & Partner Management
    • Strategic Partnerships: Manage relationships with external vendors, including card and chip manufacturers, test laboratories, test tool providers, and mobile application developers.
    • Quality Assurance: Oversee external partners to ensure the delivery of high-quality services and tools that align with corporate standards.
  • Industry Standards & Stakeholder Collaboration
    • Standards Alignment: Manage and participate in the development of payment specifications within relevant global standardization organizations.
    • Cross-Functional Communication: Educate, communicate, and collaborate with internal and external stakeholders regarding new and updated payment standards and specifications.
  • Risk Management & Operations
    • Proactive Mitigation: Actively manage, mitigate, and escalate risks or customer-impacting issues to senior management during day-to-day operations.

Basic Qualifications:
  • High School Diploma, GED or equivalent certification
  • At least 5 years of payment technology research and development experience
  • At least 2 years of experience supporting, partnering and interacting with internal or external business clients

Preferred Qualifications:
  • Bachelor's or Master's Degree in Engineering, Computer Science or Technology
  • Experience working with EMV payments systems, mobile payment technologies including cloud-based payments and secure elements
  • Deep understanding of EMV Functional requirements and EMV Security requirements

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
Riverwoods, IL: $138,100 - $157,700 for Principal Technical Consultant
Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate's offer letter.
This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
