The City of Georgetown emphasizes the use of technology to build efficient operations. The IT Architect designs and builds business information and business analytics to derive more value from enterprise software systems. This can include building and managing databases, relational data warehouses, reports, and reporting development tools. They will coordinate with IT, other City departments, and subject matter experts (SMEs) to plan and deliver optimal analytics and data solutions to staff. They will also have opportunities to provide leadership, training, and guidance to others, both within IT and across the City.

ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
  • Support value creation from mission-critical systems that drive municipal and utility operations.
  • Define business requirements to build, manage or maintain data warehousing solutions.
  • Designs and implements the data and analysis infrastructure, including complex databases.
  • Develop and maintain reports that offer clear and actionable insights for decision-makers.
  • Assists in building and maintaining data management systems and data pipelines that combine core data sources into data warehouses or other accessible structures to support reporting and analytical systems.
  • Documents models (Conceptual Information Model, Logical Data Model, and Physical Data Model), solutions, and implementations (e.g., Data Mapping, Technical Specifications, Production Support, Data Dictionaries, Test Cases, etc.).
  • Creates data transformation processes (ETL, SQL stored procedures, etc.) to support moderately complex to complex business systems and operational data flows.
  • Data extraction to create reports for insights into business operations and performance.
  • Other duties as assigned.
Data/Analytics Architect: Models and designs warehouses/lakes, builds pipelines (ETL/ELT), and enables analytics/BI platforms and self-service reporting.
MINIMUM QUALIFICATIONS:
Education, training, and Experience Guidelines
  • Graduation with a Bachelor's degree from an accredited college or university with major coursework in Information Science or in a field related to the job, OR four (4) years of work experience
  • Five (5) years of related experience.
  • A Master's degree may substitute for up to two (2) years of experience.
Knowledge of:
  • Knowledge of one or more programming languages such as C#, Python, and/or Java.)
  • Demonstrated knowledge of at least one computer language utilized in manipulating data (ex. MS SQL, R, Python).
  • Knowledge of one or more modern data storage and access technologies, including caching, application of NoSQL, Key/Value, and RDBMS data stores.
  • Knowledge of a data science platform (e.g., Python, R, KNIME, Alteryx, etc.).
  • Knowledge of Extract-Transform-Load (ETL) processing and Change Data Capture (CDC) technologies.
  • Knowledge of big data concepts and frameworks and business intelligence tools (e.g., Tableau, Qlik, Power BI)
  • Knowledge of Data Management architectures like Data Warehouse, Data Lake, Data Hub and the supporting processes like Data Integration, Governance, Metadata Management.
  • Knowledge of data pipeline guiding principles, and best practices to build and maintain data pipelines
  • Knowledge of Microsoft Azure, Fabric and Power BI (preferred).
  • Knowledge of enterprise financial systems or customer information systems.
Skills in:
  • Skill in data storage, data processing, database fundamentals, data orchestration, data validation and automation
  • Ability to build, manage and optimize data pipelines that facilitate data movement.
  • Ability to create reports and other analytics that improve decision-making and improve insights.
  • Build well-designed and documented data warehouses that empower staff to understand and extract analytics
  • Use computer programming, scripting, and/or artificial intelligence to improve productivity and reduce manual data work
  • Ability to build robust data operations and to identify critical issues faster to debug and troubleshoot quickly.
  • Ability to work with and across teams and foster a cooperative and efficient working environment.
  • Ability to consider and incorporate the implications of analysis into recommendations for business decisions.
  • Ability to turn data insights into recommendations for both clients and internal stakeholders based on context.
  • Ability to adhere to required compliance to all change management policies and procedures.

  • Ability to translate business requirements into and technical requirements.

LICENSES AND CERTIFICATION REQUIREMENTS:
Valid Class "C" Texas driver's license required. Out-of-state license holders must have a valid license and provide a three-year driving history.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Standing, sitting, walking, lifting, carrying, pushing, pulling, reaching, handling, fine dexterity, crouching, bending, vision, hearing, talking, and use of foot controls.
Candidates selected to move forward in the review process will be required to complete fingerprint screening to confirm eligibility for Criminal Justice Information System (CJIS) clearance, in addition to the standard pre-employment process.
Hiring Range: $96,536.96 - $120,931.20, annually.
