Overview

GDC IT Solutions is currently seeking an Enterprise Data Architect to work in a hybrid capacity, with 3-4 days on-site per month in Harrisburg, PA. 

As an Enterprise Data Architect, you will be responsible for defining and evolving the Commonwealth’s enterprise information architecture and reusable data products to support modernization, transformation, analytics, and future AI initiatives.

  • Define conceptual and logical data models, canonical models, and enterprise information standards for common business entities.
  • Design and evolve enterprise information architecture that incorporates data classification, privacy, security, regulatory, and interoperability requirements by design.
  • Define relationships between enterprise and domain-specific data assets and establish appropriate data domains, boundaries, stewardship, and ownership models.
  • Partner with product, engineering, platform, cloud, integration, and data teams to translate business concepts into scalable technical designs and reusable enterprise data products.
  • Support large-scale modernization initiatives by analyzing legacy systems, identifying information assets suitable for enterprise reuse, and developing data migration and target-state architecture strategies.
  • Define schemas, interfaces, metadata, data quality requirements, and other architectural standards for reusable data products.
  • Establish data architecture principles, standards, best practices, and guidelines related to data catalogs, lineage, observability, security, and interoperability.
  • Define business data definitions and data quality expectations while supporting the implementation of data quality initiatives and tooling.
  • Promote API-first and product-based approaches to enterprise information sharing while helping prevent duplication of data structures across applications and agencies.
  • Ensure enterprise data products are discoverable, governed, and structured to support future AI use cases, including semantic layers, knowledge graphs, and natural language access to enterprise information.

Minimum Qualifications
  • Minimum of 10 years of experience in data architecture, information architecture, or enterprise architecture.
  • At least 8 years of hands-on experience in data architecture, data engineering, or advanced database design and modeling, including experience designing or implementing data warehouses, data marts, and Master Data Management (MDM) concepts and tools.
  • At least 5 years of experience working with modern data platforms and cloud-based ecosystems, including technologies such as Snowflake, Databricks, MongoDB, AWS, Azure, or GCP.
  • Demonstrated experience supporting large-scale modernization or digital transformation initiatives across multiple business domains and stakeholder groups.
  • Experience designing and implementing data quality initiatives, including associated platforms and tooling.
  • Experience working with data security, privacy, and regulatory requirements for sensitive data.
  • Demonstrated ability to work effectively across business and technical domains with strong communication and collaboration skills.
  • Proven ability to independently develop work plans, resolve ambiguity, and lead teams without direct authority.
  • Bachelor’s degree in Computer Science, Information Systems, Systems Programming, or a related field, or an equivalent combination of relevant education and experience.

Preferred Experience

  • Experience working with unstructured data and modern approaches to enterprise information architecture.
  • Experience supporting AI and advanced analytics initiatives through governed, discoverable, and reusable enterprise data products.
  • Experience with semantic layers, knowledge graphs, natural language access, or other AI-enabling data architecture capabilities.
  • Experience in the public sector, healthcare, or financial services industries.
  • Previous experience serving as a Principal Architect, Enterprise Information Architect, Solution Architect, or similar senior architecture role within large enterprise environments or modernization initiatives.
