Leidos Digital Modernization Intel IT sector is seeking an IT Project Manager to support U.S. Coast Guard digital transformation, enterprise automation, and modernization initiatives under the CG-TECH- TRT (Technical Readiness Transformation) program. This role will support planning, coordination, execution, tracking, and delivery of technology-enabled transformation initiatives, automation pilots, implementation plans, and process improvement efforts across Coast Guard mission and support functions.

The IT Project Manager will work closely with CG-TECH-TRT, mission customers, business process owners, automation developers, data teams, cybersecurity stakeholders, subcontractors, and program leadership to ensure work is planned, coordinated, documented, and delivered in alignment with Coast Guard priorities. The role will support project intake, pilot planning, schedule management, stakeholder communications, risk tracking, Agile coordination, status reporting, and delivery of minimum viable products and implementation recommendations aligned with CG-TECH-TRT objectives.

This is a hybrid position.

Primary Responsibilities

  • Manage day-to-day planning, coordination, execution, and tracking of TRT digital transformation, automation, and process improvement initiatives.

  • Support CG-TECH-TRT in managing automation use cases, pilot projects, implementation plans, schedules, milestones, dependencies, risks, issues, and action items.

  • Coordinate project activities across mission stakeholders, business process owners, product owners, developers, data analysts, cybersecurity teams, enterprise architects, subcontractors, and program leadership.

  • Develop and maintain project schedules, work plans, status trackers, action item logs, risk registers, issue logs, decision logs, assumptions, dependencies, and project documentation.

  • Support automation opportunity intake, backlog refinement, prioritization, pilot scoping, and transition of approved use cases through planning, execution, testing, delivery, and closeout.

  • Facilitate recurring project meetings, stakeholder working sessions, status reviews, sprint planning discussions, demos, and project closeout meetings.

  • Track project progress against scope, schedule, deliverables, performance outcomes, and customer priorities.

  • Support development and execution of Digital Transformation implementation plans, including People, Process, Tools, Data, Modeling, Mission Modeling, and related implementation planning efforts.

  • Coordinate with technical teams to support development of minimum viable products (MVP), technical demonstrations, automation pilot concepts, workflow improvements, and implementation recommendations.

  • Support User Acceptance Testing planning, go-live readiness, production deployment coordination, training coordination, and post-deployment sustainment activities.

  • Prepare customer-facing briefings, status reports, dashboards, meeting materials, executive summaries, project artifacts, and decision-support documentation.

  • Support Organizational Change Management activities, including stakeholder communications, adoption planning, training coordination, fact sheets, and sustainment documentation.

  • Ensure project documentation is organized, version controlled, and maintained in approved repositories such as SharePoint, Teams, Jira, Confluence, or other government-approved systems.

  • Maintain alignment between project activities, TRT strategic priorities, Force Design 2028 objectives, automation outcomes, and measurable performance improvements.

  • Identify, escalate, and support mitigation of project risks, schedule delays, resource constraints, technical dependencies, stakeholder concerns, and delivery blockers.

Basic Qualifications

  • Bachelor’s degree in Information Technology, Business, Project Management, Engineering, Public Administration, Operations Management, or a related field, or equivalent experience.

  • 8+ years of experience managing IT, digital transformation, business transformation, automation, software delivery, systems implementation, or technology-enabled process improvement projects.

  • Experience managing project scope, schedules, milestones, risks, issues, action items, deliverables, and stakeholder communications.

  • Experience supporting Agile, hybrid Agile, or iterative delivery environments, including backlog management, sprint planning, demos, status reporting, and release coordination.

  • Experience coordinating across technical and non-technical teams, including business stakeholders, developers, analysts, cybersecurity teams, data teams, architects, and program leadership.

  • Experience supporting requirements-driven projects, pilot development efforts, minimum viable products, workflow automation, or modernization initiatives.

  • Strong understanding of project management practices, delivery governance, performance tracking, and operational reporting.

  • Experience preparing executive briefings, meeting materials, project status reports, dashboards, risk registers, decision logs, and project documentation.

  • Strong facilitation, communication, organizational, and technical writing skills, with experience briefing senior stakeholders.

  • Experience using collaboration, documentation, and project management tools such as Jira, Confluence, SharePoint, Service Now, Microsoft Teams, Microsoft Office, Excel, PowerPoint, Visio, Microsoft Project, or similar tools.

  • Must be a U.S. citizen and able to obtain and maintain a DHS Public Trust.

Preferred Qualifications

  • Prior experience supporting DHS, U.S. Coast Guard, DoD, or other federal government programs.

  • Experience supporting digital transformation, enterprise automation, business process improvement, or low-code/no-code modernization initiatives.

  • Familiarity with Microsoft Power Platform, ServiceNow, UiPath, Appian, Salesforce, or similar business automation platforms.

  • Experience supporting federal IT delivery in environments involving cybersecurity reviews, governance processes, documentation control, or deployment readiness.
