It Applications Manager Jobs in Tennessee (NOW HIRING)

The Applications Systems & IT Consultant designs, develops, and maintains database and web-based applications used by CTAS and Tennessee county governments statewide. This position manages the full lifecycle of key platforms including the Highway Resource Management System (HRMS) and the CTAS Data Application Suite, while also serving as the organization's primary IT systems administrator responsible for servers, networks, and technology infrastructure.

The consultant works directly with CTAS staff and county officials to build data tools, reports, and dashboards that support operational decision-making, and provides technical support and training to both internal staff and county clients. This position also maintains the organization's GIS systems and serves as the liaison between CTAS and UT's Office of Innovative Technology.

Required Qualifications

Education: 

Bachelor's degree in Computer Science, Information Systems, or a closely related field.

Experience:

• 5 or more years of experience in application development, database management, or a related technical role

• Demonstrated experience designing, developing, and supporting databases or web-based applications through the full development lifecycle.

• Experience with .NET, C#, JavaScript, HTML, and CSS.

• Experience with server administration, including maintenance, backups, updates, and security monitoring.

Knowledge, Skills, Abilities: 

• Strong knowledge of relational database design and data management.

• Proficiency with SQL Server, Microsoft Access, and Excel.

• Ability to analyze data and build tools that support reporting and operational decision-making.

• Strong problem-solving and troubleshooting skills across applications, systems, and networks.

• Ability to communicate technical information clearly to non-technical users, including elected officials and county staff.

• Ability to manage multiple systems, projects, and priorities simultaneously.

Preferred Qualifications

Education: 

• Master's degree in Computer Science, Information Systems, or a related field.

Experience: 

• 7 or more years of experience in application development or IT systems administration.

• Experience with ArcGIS Enterprise or other GIS/spatial data platforms.

• Experience with Microsoft Active Directory, Entra ID, Intune, and enterprise network management.

• Experience working with state or local government operations or county government systems.

Knowledge, Skills, Abilities: 

• Knowledge of GIS concepts, spatial data management, and mapping technologies. 

• Knowledge of Microsoft enterprise identity, device management, and network administration tools. 

• Understanding of county government operations, business processes, and technology needs.

About The College/Department/Division 

The UT Institute for Public Service provides outreach and assistance to all of Tennessee. Through our agencies and initiatives, we offer technical assistance, training, and consulting on a wide variety of services, including government operations, language services, local planning, law enforcement excellence, leadership training, manufacturing excellence, opioid abatement and much more.

• Design, develop, test, deploy, and provide ongoing support for web-based and database applications used by CTAS and county governments across Tennessee.

• Lead full-cycle development of the Highway Resource Management System (HRMS), including fleet maintenance, work order workflows, fuel log tracking, road mapping, and document management modules.

• Manage individual county onboarding and data migration from legacy Microsoft Access-based systems to the current web platform.

• Develop and maintain the CTAS Data Application Suite, including Tax Statistics, Financial Audit Data, Elected Officials Salary Schedules, Highway MOE Certification, and the Trustee Appeal Calculator.

• Support and improve applications used across 57+ county customers and 225+ active users statewide.

IT Systems Administration

• Operate, monitor, and maintain complex server infrastructure on the organization's network, ensuring service availability, scheduled maintenance, backups, updates, and security.

• Manage all Active Directory, Microsoft Entra ID (formerly Azure AD), and DNS entries for the organization.

• Oversee Microsoft Intune management of all organization workstations.

• Troubleshoot technical problems with voice and data networks, including wired and wireless environments.

• Provide technical assistance and troubleshooting support to Windows users across the organization.

• Serve as the primary liaison between CTAS and UT's Office of Innovative Technology (OIT) to coordinate and resolve systems issues.

GIS & Spatial Systems

• Create, maintain, and support an ArcGIS Enterprise server environment for use across the organization and by county government clients.

• Integrate GIS and mapping functionality into highway and other county applications.

• Research, analyze, and prepare recommendations related to spatial and geographic challenges in county government, including transportation network analysis and service location planning.

Reporting, Data Visualization & Consulting

• Develop reports, dashboards, and interactive data tools that support data-driven decision-making by CTAS staff and county officials.

• Advise county governments and UT public service agencies on the effective use of databases, application, and IT technologies.

• Support county organizations including TCSA, COAT, TGFOA, and others with their technology environments.

• Assist with distribution and sharing of data through maps, reports, web-based tools, and other visualization methods.
