Position Summary:

ISI is seeking full-time onsite Construction Architect/Engineers to support the Department of Veterans Affairs (VA) at the VA Pittsburgh Healthcare System, University Drive campus and Heinz campus, for Electronic Health Record Modernization (EHRM) infrastructure upgrades.

The Construction Architect/Engineer will provide senior technical leadership and construction-management support across design review, construction administration, quality assurance, schedule and cost control, testing, commissioning, and closeout for active medical-facility projects.

Key Responsibilities:

  • Provide architecture/engineering and construction-management support for EHRM infrastructure projects
  • Review concepts, drawings, specifications, scopes of work, and redesign submissions for completeness, accuracy, code compliance, constructability, and alignment with budget
  • Interpret construction drawings, front-end specifications, technical specifications, and other contract documents
  • Review submittals, shop drawings, RFIs, proposed changes, and as-built documentation and provide written professional recommendations
  • Monitor construction quality, schedules, milestones, phasing, critical activities, budgets, and work-in-place value
  • Support cost estimates, change-order analysis, pay-application review, claims analysis, and time-impact evaluation
  • Perform and document field inspections; identify deficiencies, risks, code issues, and potential impacts
  • Coordinate testing, commissioning, corrective actions, issue tracking, and project closeout
  • Support project meetings, risk-management planning, reports, records, and VA project-management systems
  • Coordinate with the VA Project Manager, COR, users, designers, contractors, and other stakeholders
  • Serves as ISI’s main point of contact with the VA and oversees deliverables of other staff with diverse technical skill sets and support an integrated onsite CM team
  • Maintain professional independence and provide advisory support without exercising inherently governmental authority

Minimum Qualifications:

  •  Bachelor’s degree in Architecture or Engineering from an accredited institution; minimum six (6) years of experience involving both design and construction, with a focus on medical facilities; - and active professional architect or professional engineer license
  • OR 
  • Fifteen (15) years of directly related experience in lieu of the education requirement; minimum seven (7) years of experience managing facility-construction projects, including supervision of engineering, design, and construction; schedule control; cost management and program budgeting; and overall project-management activities
  • Ability to present three projects of comparable scale and difficulty completed in a similar role
  • OSHA 30-Hour Construction certification or ability to complete the training at contractor expense within 60 days of Notice to Proceed
  • US Citizenship required
  • Ability to obtain and maintain a favorable National Agency Check (NACI) and VA PIV credential
  • Ability to work full-time onsite at the University Drive campus in Pittsburgh, PA
  • Ability to support approximately 30% off-business-hours work, including nights between 5:00 PM and 5:00 AM, as required

Experience Requirements:

  • Experience managing facility-construction projects, including supervision of engineering, design, and construction activities
  • Working knowledge of construction contract documents, engineering services, building codes, permitting, budgeting, scheduling, materials, methods, and construction processes
  • Ability to review scopes, submittals, proposed changes, and work in place; identify risks or violations; and provide professional recommendations
  • Demonstrated capability to supervise and manage personnel with diverse technical disciplines

Preferred Requirements:

  • Prior VA or other federal healthcare design/construction experience
  • EHRM, healthcare IT, low-voltage, electrical, mechanical, or telecommunications infrastructure experience
  • Experience working in active hospitals, including phased construction, infection-control constraints, testing, and commissioning
  • Familiarity with VA Design Guides/Manuals, VA specifications, and VA projects

Physical Requirements:

  • Must be required to occasionally move and lift 20-30 pounds.
  • Must be able to climb, erect and maintain balance on a 30-40 pound ladder.
  • Must be able to remain in a stationary computer position for extended periods of time.
  • Must be able to walk up to 3 miles per day between buildings.
  • Must be able to stand for extended periods
  • Must be willing to work in external environments of rain, high heat and significant cold.
  • Must be able navigate active construction sites containing uneven ground, debris, and active construction hazards such as sharp objects, electrical hazards, and potential fall hazards.
  • Must be able to occasionally go into confined spaces and crawl

Work Schedule and Environment:  

  • Full-time onsite at VA Pittsburgh Healthcare System – University Drive, 4100 Allequippa Street, Pittsburgh, PA 1524 OR Veterans Affairs Pittsburgh Healthcare System (VAPHS) Pittsburgh-Heinz, 1010 Delafield Road, Pittsburgh, PA 15215.
  • The position requires 40 hours per week. Work is expected to occur approximately 70% during normal VA business hours and 30% during off-business hours, including nights between 5:00 PM and 5:00 AM, based on construction operations.
  • Work is performed in an active healthcare construction environment and may require limited holiday coverage when construction activities require it.
  • The employee must provide and properly use some personal protective equipment and be able to access active construction areas in accordance with site safety requirements.
